The Company:
Our client is a Major O&G Operator

The Role:
The QA Engineer-Audit will work with the Quality Engineer TL- GWES to ensure delivery of high standards of quality management for the project, and compliance with quality management process. The QA Engineer-Audit will be responsible for implementing applicable elements of the project quality program and Project Specific Quality Plan
Scope: All permanent surface facilities including well sites, gathering system, export pipelines and associated infrastructure.

Responsibilities
Safety Responsibilities

All personnel are responsible for their own safety and the safety of those around them. Key safety issues related to this position include:
• Following Safety Induction and any required follow up training establish a clear understanding of the Project HSSE Requirements and Processes.
• Promotion of a safety culture, and demonstrate Project commitment in achieving and maintaining the highest possible standards of HSE.
• Required safety training and where applicable risk assessments shall be completed prior to start of relevant activities.
• Completion and recording of Hazard Observation Cards (HOC) and entering into the Project HSE System.

Delivery of Quality
• Works with the Quality Engineer in the development, review, maintenance, delivery and implementation of the quality assurance, verification and quality control processes, plans, procedures, Third party Inspection & IVB services, verification Plan, Audit Programme, Project Quality Objectives, Project Quality Plan, Project Construction Quality Plan, Project specifications, quality input/support for procurement/contract activities (EOI/RFI/RFP) and Project Quality Programmes.
• Works with Quality Engineer TL- GWES in managing quality management activities of project including management of Contractor, Sub-contractors and Company activities.
• Assures delivery of rigorous quality management throughout all phases of project execution (i.e. design, procurement, fabrication, installation, start-up, handover) of company/contractor /supplier processes.
• Assures delivery of the Integrity and Quality Management Requirements contained in MPcp, Engineering and Quality Management Guidelines, related ETP’s, Contract Section V and project specifications.
• Assures delivery/coordination of Third Party Inspection (TPI) and Independent Verification Body (IVB) Contracts and will be responsible for resolving any TPI/IVB/ verification issues in GWES.
• Preparing, reviewing and distributing weekly and monthly reports on the status of various quality assurance activities including agreed KPI’s, NCR, CAR status and audit/review findings.
• shall show willingness to step up into other roles and assume other responsibilities when requested in order to cover any shortages in project team resources and exhibit a courteous and professional attitude towards COMPANY and OTHER CONTRACTOR GROUP showing enthusiasm and dedication
Practice
• Advises project staff on deviations/exceptions to processes and specifications and induction of BP and project processes.
• Support, review and approval of Contractor, sub-contractors and Supplier Quality Plans, ITPs, audit programmes, POQRs, construction quality programmes, procedures etc to ensure relevant project QM/Integrity Management (IM) requirements are covered and have verifiable processes in place which will demonstrate compliance.
• Advise and support Discipline engineers on the processes to be put in place to manage Statute, Certification and Project QM Requirements in the Design, Procurement and Construction activities
• Assist Discipline Engineers in the identification, review of critical equipment, procurement and construction activities through the implementation of formal criticality and/ or risk assessment process and develop the associated quality programmes to manage the identified risks.
• Guide Discipline Engineers in the identification of assurance requirements within Procurement and Construction functional and technical specifications; including applicable standards, normative documents and certification etc.
• Network with Project Risk Champion to ensure that appropriate processes and mitigations are in place to address QM/ IM Risks.
• Implementation of Project Verification Plan & Establish a weekly Quality Management update report
• Assures delivery of processes for tracking and closure of findings related to works from key assurance activities: such as EDRs/PHSSERs, SOR audits, Peer Reviews, Hazops/Hazids, MoC, audit findings etc.
• Assures Contractor/Sub-contractors maintain Corrective Action and Non Conformance Registers including interfacing with other disciplines & contractor personnel in their resolutions & reviews of verification of close-out of NCRs/CARs when required.
• Review Contractor/Manufacturer/Supplier technical and quality documents to ensure that the Contract & Project specification requirements have been adequately addressed.
• Assures Suppliers’ and Contractors’ conformance to design and specification requirements and implementation of Quality plans, POQRs, Codes & Standards, Surveillance activities, ITPs, Audit programmes, TPI strategy.
• Assures verification of SCDM/ECDM and associated performance standards during detailed design, procurement, construction and commissioning phases of project.
• Assures contractor implements rigorous competency assessments of design & trades personnel, including qualifications of personnel, special processes. Assures training plans are identified and implemented where required to improve performance.
• Assures contractor/sub-contractors/suppliers deliverables, records upon verification are approved and signed off.

Learning and Continuous Improvement
• Captures quality-related lessons learned for future projects via the project processes
• Transfers quality-related lessons learned from other relevant projects to improve project processes.
• Actively participates in the Quality CoP, maintains a strong awareness of technical learnings and advances within their area of specialty.
• Participates in Root Cause Analyses as required.
• Work with SQM to establish processes and implementation of quality improvement programmes, including tracking cost of poor quality.
• Assures implementation of quality improvement programmes.
• Issues quality alerts to Quality Engineer TL- GWES whenever serious risk, quality issues are found/identified and provides mitigating plans to manage them

Transition to Operations
• Works with engineering/construction team to ensure smooth transition from construction to commissioning of all systems.
• Assures delivery of documents, records relevant to testing and inspection results for construction activities to be handed over in accordance with the information handover specification.

Essential Skills / Qualifications:
• Be a graduate engineer in relevant discipline. Experience of having worked in a middle east project is desirable. Alternative qualifications with relevant experience may be accepted at the discretion of the Company.
• Be a Registered Lead Assessor with IRCA, or equivalent and experience of having carried out audits. (Where equivalent is proposed, evidence of equivalence shall be provided).
• Have a minimum of 15 years of relevant quality management experience in oil and gas projects covering design / engineering, procurement, construction, inspection/testing and commissioning phases. He shall have a minimum of 5 years management experience in establishment, operation and maintenance of a quality management system in accordance with applicable international standard with the capability of developing and implementing quality system, quality plans, work procedures and inspection plans.
