The Company:
Our client, a major oil & gas operator, is looking for a Quality Management/ Quality Assurance (QM/QC) Coordinator in Houston, TX.

The Role:
• Supervise and coordinate the implementation of a site specific QMS
• Generate PMT operational procedures for the project and provide feedback to the PMT on lessons learned.
• Provide continuous assurance oversight at the construction Work Site(s) to verify the work is compliant with the requirements
• Develop and maintain Project Procedures to support the PQP.
• Shall have a working knowledge of fabrication techniques, applicable codes and standards, QA/QC requirements, word processing skills, experience in document control, records management and filing systems is required.
• The Person holding this position must have the ability to work long hours, weekends and meet strict time constraints as required. Good working relationship with the contractors QA/QC department will be an ongoing key job responsibility for this position.
• Shall implement and administer nonconformance, control, preventative and corrective actions, and continuously improve the QMS and monitor fabrication through the Construction Superintendant and Inspectors.
• As needed this position will establish Quality matrices for critical activities, monitor trends and provide recommendations for improvement and follow up on complex technical information and be to communicate those thoughts in English through both written and verbal reporting.
• Must be able to scale QA/QC documentation requirements to appropriate size for project. Some experience with large databases is appropriate, however smaller projects can be tracked with basic Microsoft products.
• Develop and implement QA/QC systems for Platform Quality Management during Execution Phase
• Assist with development of the project Platform ITT documents including authoring/reviewing critical documents including scope of Work, specifications etc relating to QA and QC requirements
• Review design and provide input to the Engineered Equipment RFQ evaluation and award recommendations.
• Ensure QAQC requirements are met by FEED engineering Deliverables.
• Provide recommendations to FEED Engineering Team to enhance the fabrication and offshore safety of the Facilities designs.
• Manage inspection of engineered equipment and materials at the point of manufacture to ensure conformance with project requirements. • Lead periodic audits of the supplier's QA/QC system.
• Monitor supplier and inspector performance and coordinate supplier quality reporting.
• Ensure that concessions and deficiencies are properly documented and processed.
• Monitor and ensure the timely completion of manufacturer's quality data book and other project deliverables. Report to Project Quality Manager. Report directly to Management temporarily on QMP performance. Identify areas for improvement, assist / implement improvement recommendations, and promote quality awareness.
• Assist in the development of strategic and tactical Quality Plans in support of the QMP and QMP Elements. Prepare Quality input into Long Lead packages and EPC packages. Prepare QA/QC resource plan. Actively participate in the generation, review, verification and implementation of Contractor Quality Plans.
• Implement and coordinate use of the QMP Elements at local locations
• Provide Quality Representative Coordinator with QMP reporting input
• Educate and provide guidance to personnel in QMP implementation and acts as the QMP Enhancement Initiative Point Contact
• Address daily QA/QC issues and report key findings to management
• Coordinate reviews and comments during the development phase of Technical Specifications (TS) and Quality Specifications (QS) global templates
• Coordinate customization of global TS and QS templates for inclusion in procurement documents (Contract specific TS and QS) as applicable to operations
• Facilitate Contract TS and QS implementation process, steward ongoing evaluation, assess compliance and monitor ongoing performance improvement
• Advise QA/QC requirements for local manufacture and repair. Monitor implementation to ensure compliance • Initiate and monitor quality event reporting. Steward implementation of the Quality Event Database, its reporting system and controls for Goods and Service. This shall include local Contractor supplied Goods and Services
• Coordinate equipment failure investigations / Root Cause Analysis (RCA) and conduct Corrective Action verification as required
• Confirm documentation control for equipment and service providers including local Contractors
• Conduct and coordinate Contractor assessments on Services and Service related Goods Contractors. Report findings to management, identify and recommend areas for improvement.
• Conduct internal assessments to assure compliance to QMP 16 Coordinate QC activities for received equipment deliveries
• Verify that Goods Preventive Maintenance, Inspection and Test Programs (PMITP) and Inventory maintenance inspections are in place
• Responsible for facilitating the development and effective implementation of the Project Quality Management system by the Project Team and contractors
• Develop, maintain, and lead the execution of the Project Quality Management Plan for assigned Project, and manage the development and maintenance of any supporting plans, procedures, forms etc.

Essential Skills / Qualifications:
•15 years EPC Quality professional work experience within engineering, procurement, construction and/or project management with a minimum of 5 years of recent Quality Management experience on Major Capital Projects including pre FEED and FEED experience.

• University degree in engineering or equivalent with a minimum of eight (8) years QA/QC experience

Desirable Skills / Qualifications:
Previous experience from Middle East Project and previous experience in managing EPC contractors quality program essential Previous phase 2 and 3 experience strongly preferred
