The Role:
Comply with Shell HSSE standards and life saving rules.
Ensure that Project Quality Plan in conjunction with Project Execution Plan is developed and implemented.
Promote quality awareness throughout the organization, emphasizing excellence, continuous improvement and corrective action to influence the overall success of company business.
Ensure EPCM's Quality Plan, Inspection & Test Plan (ITP) and Quality Procedures and all pertained QA/QC documentation prior to commencement of any fabrication / construction work.
Conduct quality surveillance at suppliers / contactors to promote Shell / Project's quality culture.
Ensure result of inspection / observations into the web-based inspection recording system in timely manner.
Ensure suppliers /contractors have relevant, up to date codes, standards, specifications and drawings.
Interface with the discipline engineer, construction engineer, and inspectors in a professional manner.
Review and analyze project quality trend in regular basis and provide improvement plan if required.
Compile and submit Project Quality Dash Board to Project.
Comply with all Shell and supplier HS&E requirements as appropriate. As well as Shell's Life Saving Rules.
Support the Shell personnel by performing additional tasks as directed and commensurate with his/her skills.

Tasks
Reinforce the shell HSSE requirements to the inspectors.
Define and support Project Management in the development and implementation of Project Quality Management System identifying the appropriate processes and procedures and supporting requirements.
Develop and execute a Project Quality Plan appropriate for the Project phase. Monitor and measure effectiveness of the Quality Plan.
Work with the Project Team to promote the right Quality mind-set and behavior requirements for successful project development and implement.
Develop general Quality Resource organizational plans and budgets.
Support Project Team to ensure that the Project deliverables meet quality targets defined by the Project.
Compile and submit Project Quality Dash Board to Project.
Provide guidance on any specific requirements that may be needed the Project may interface with third parties, or customers that utilize ISO 9000 Quality Management Standards.
Participate in the development of Contact QA requirements and selection / evaluation process.
Support developing and successful implementation of the Project Assurance Plan (PAP) and the Technical Assurance Plan (TAP).
Attend a kick off meeting with Suppliers / Contractors to ensure Quality objectives and expectations are addressed and clearly understood.
Implementation of a quality management system including appropriate measure, audit programs, NCR management and training for the developed process.
Identify risks related to quality management are identified and that mitigation measures are identified and in place.
Lead internal and external quality audits and / or reviews that form part of the Project'

Qualifications
Senior QA Engineer with over 10 years experience in the oil & gas or related industry; part of which in leadership position on a major capital project. Would lead a team of QA Engineers. Would lead the larger, more complex and critical QA audits. Can largely independently set up a Quality Management System and its components for a Major Project.
Able to perform, comply, audit and make assessments of Safety Management System (Advance Safety Auditing, Behavior Safety System, JSA's, act) and have competency in safety procedures.
Familiar with Shell DEP specifications.
Demonstrable knowledge level of Flawless Project Delivery.
Have knowledge of industrial codes and standards (AWS, ASTM, ASME, API, ISO, NEC, and etc.)
Able to read and understand Drawings
Understand Project Completion System and able to use it
Able to issue and follow up Non Conformity Report
Able to interface with other disciplines at the various stages
Able to identify MATERIALS that are sub-standard and that do not meet the requirements of the job specification (rogue and counterfeit items).
Awareness of Shell's HFE requirement (Maintenance, Valve, Field Run and etc.). Able to review and interpret quality records and determine associated compliance with requirements (Performance data, test record, inspection record, MTR and other quality data and documents).
Familiar with regulatory requirement (DOT, USCG, NMA, CSA, and etc) and classification rule (ABS, LR, DNV, BV and etc)
Have knowledge of calibration of equipment and measuring requirements.
Familiar with Equipment Preservation Requirements and its position in the integrated preservation process.
