The Company:
Our client, a major oil and gas refinery in Northwest Ohio seeks a QA/QC manager for work on multiple long term projects.

The Role:
Responsibilities:
The primary focus of the Quality Assurance Manager is the creation and adherence to quality plans for the engineering, procurement, and construction of the project. The Project Quality Manager is accountable for the overall project quality plan including both the company and activities of the EPCm, vendors, suppliers and construction contractors. In addition, the Project Quality Manager shall identify resources required by suppliers and contractors to ensure quality is achieved on the project. The Quality Assurance Manager will initiate routine reporting and periodic audits to provide assurance that the quality plans are being executed in a timely and thorough manner. This position interfaces with the Refinery, engineering contractors, the company, the constructor and equipment vendors.
The Project Quality Manager has overall responsibility for the work and shall be part of the project senior management team. The primary components of accountability include:
- Design and Manage Project Quality Assurance Processes and Procedures in all aspect of the project.
- Work with project team members to establish standards, specifications, and test/acceptance criteria for all project systems and components
- Create forms and reports to capture and relay critical information to project personnel regarding QA activities
- Establish inspections, spot check, and audit requirements
- Develop and implement a corrective action process that identifies, documents, and resolves all issues pertaining to quality
- Maintain Quality documentation including audit schedule, audit log, audit follow up log, and completion (GOC)
Key Accountabilities:
- Implement and manage the quality records and documentation process across the entire project
- Interface with other projects and departments to insure QA processes, procedures, and standards are consistent
- Interface with procurement to insure QA requirements are clear and unambiguous in contracts with vendors
- Interface with SPU and Functional Engineering Authorities to insure standards, specifications, and test/acceptance criteria are consistent with existing EA requirements
- Execute QA processes and Procedures across the entire project
- Work with the PGM to design project-appropriate QA programs
- Write and communicate a Quality Plan for inclusion in the Project Execution Plan that addresses all aspects of the approach to quality on the project
- Manage all issues regarding quality across all phases of the project including engineering, procurement, fabrication, construction and commissioning
- Ensure appropriate engineering reviews are conducted in line with requirements
- Ensure ITPs are developed, approved by appropriate technical authorities, and implemented for fabrication and construction activities
- Insure appropriate audit procedures are in place across the entire supply chain regarding quality plans, quality control processes, and vendor spot checks of their own work
- Perform spot checks of supply chain Quality Control procedures and products to insure component and system quality standards are met
- Conduct Root Cause Analysis on project defects, identify Lessons Learned, and follow up on corrective actions
- Design and publish appropriate reports to keep key project personnel informed of quality issues and results.
- Selects and manages team members in accordance with requirements
- Identifies team training requirements and works to fill those requirements with company-provided and external resources
- Integrate contractor QA team members to insure adequate staffing for project needs
- Promote the role Quality plays in project success
- Advise Project leadership on aspects pertaining to quality and the impact of quality issues on the project
- Maintain subject matter expertise in the area of quality through participation in outside organizations, personal development, and sponsored events and activities
- Maintain market knowledge of quality and testing vendors

Essential Skills / Qualifications:
Requirements:
4 Year Technical Degree
- Minimum 10 years experience in petrochemical, oil and gas, pipeline or nuclear industries.
- Experience in project management required.
- Understanding of the manufacturing process including economics, commercial awareness, optimization opportunity identification and proper use of technology

Desirable Skills / Qualifications:
Desirable Criteria & Qualifications:
- Bachelor Degree in Chemical Engineering or Mechanical Engineering preferred.
- Project Management Professional (PMP) Certification a plus.
- Incumbent should have Application (Level 3) in the following computer programs:
- Computer proficiency in standard desktop software including Microsoft Office, Power Point, Excel, Microsoft Outlook, Microsoft Word
