The Company:
Our client is an operating company with interests in Asia and the Middle East

The Role:
Our client is looking for a Site QA/QC Manager to work on a construction camp during the construction phase of a large scale refinery project.

Successful applicants will have 20+ years of international LNG or Gas Plant experience.

PRIMARY RESPONSIBILITIES:
1. Establishes and finalizes field inspection procedures, coordinating with the Field Engineering Manager and Construction Manager.
2. Holds a general pre-inspection meeting with the COMPANY before beginning any inspection activities to present CONTRACTOR's proposed procedures for inspection and testing and a list of items for which CONTRACTOR recommends the COMPANY witness. Keeps close liaison with the COMPANY regarding field inspection and testing.
3. From an inspection viewpoint, coordinates with the Field Engineering and Construction groups. Also, coordinates with inspection third parties and other outside agencies when required.
4. Approves Request for Inspections (RFI) and inspection reports and submits them to the COMPANY. Schedules inspections and tests to be witnessed by coordinating with the COMPANY and informs COMPANY accordingly.
5. Ensures that the work of the Inspection group is in accordance with the overall construction schedule.
6. Supervises and coordinates the activities of the inspectors and third Parties.
7. Checks and approve field purchase requisition of the permanent construction material and subcontractor’s material approval requests (MAR). Evaluates vendor and subcontractor's quotations in regard to inspection activities.
8. Ensures that the safety requirements are observed by his subordinates and that testing equipment and tools are in safe condition. Confers with the Safety Engineer to perform inspections and tests safely.
9. Participates in subcontractor kick-off meetings and manages pre-inspection meetings prior to the start of any work.
10. Controls and supervises inspection items determined in the procedures thoroughly and without interruption. Prepares inspection reports and report unacceptable items to the Site Engineering and Construction groups, as well as the Subcontractors.
11. Supervises inspection subcontractor when a dedicated subcontractor is adopted for inspection.
12. Maintains inspection records in a manner which allows all personnel concerned access to results. Compiles all inspection records in accordance with agreed method to combine them or allow reference in the Hand Over System.
13. Interviews local staff and makes recommendations to the Deputy Project Manager and Site Manager in regard to employment decisions.
14. Ensures that work proceeds in accordance with the Quality Plan.
15. Supplies insurance claim data, when necessary. (Material Damage Report)
16. Prepares final construction reports prior to closure of field offices.
17. Compiling QC record book including subcontractor’s QC records.
18. Conducts material receiving (at warehouse and/or at site) inspections in coordination with the Material Control Manager.
19. Ensures that testing equipment/instruments are properly calibrated before use.
20. Reviews Welding procedures, prepared by the Welding Engineer, and ensures that welder tests, welding inspection, NDT and NDT evaluation are properly carried out and that certificates are provided accordingly.
21. Monitor subcontractor’s daily welding inspection status and prepare the status report.
22. Expedite corrective actions taken against non-conformance items of construction and approve the proposed corrective action..
23. Assists Project Quality Manager during the audit on site activities, Implement corrective actions requested or recommended by the Audit.
24. Supervise subcontractor’s QC organization and its QC system.
25. Prepare periodical reports (daily, weekly and monthly) as required.
26. Supervise subcontractor’s material preservation program and its actual status. Audit to be conducted as required.
27. Set up KPI (Key Performance Indicator) to monitor subcontractor’s QC related performance and report weekly.
28. Review subcontractor’s document such as Method Statement, Quality Control Procedures, Inspection & Test Plan, etc. by coordinating with Home Office Engineer.

Essential Skills / Qualifications:
20 years LNG, Gas Plant, Construction experience.
