The Role:
ROLES AND RESPONSIBILITY

This position, within the ISND Phase 5 EPC Project Team, is responsible and accountable for reviewing and coordinating all quality control and quality assurance activities related to the EPC contracts.

Project Objectives and Deliverables
• Oversee quality control and quality assurance activities related to the engineering, fabrication, and installation performed by EPC contractors (and subcontractors) for all components to ensure compliance with the specifications of the contract.
• Review (and approve where necessary) EPC contractor’s QA/QC plans and policies related to the scope of work.
• Oversee and coordinate all QA/QC specialists and TPIs.
• Responsible for monitoring project quality plans, making quality targets according to project critical factors.
• Ensure expedient resolution of problems arising from the inspection process. Review and close off all associated non-conformance reports as applicable.
• Provide site support and technical assistance for the entire project life cycle, of construction, hook-up and commissioning of the new facilities, both in the offshore and onshore work environments.
• Coordinate the clients or 3rd party inspectors to observe relevant factory acceptance tests and/or site acceptance tests. Ensure that all suppliers’ equipment is in compliance with design specifications.
• Provide technical reports and assist in preparing management reports and attending project meetings.
• Work to ensure that the Company Management of Change policy is maintained and that all work is carried out in accordance with departmental procedures.
• Assist construction in all technical and materials issues.
• Participate in interface meetings with onshore and offshore construction. Participate in design reviews, technical impact and/or review meetings with construction, development, production and other groups.
• Maintain a complete record of technical items and correspondence to support design decisions and equipment selection, documenting all significant deviations and related action plans.
• Raise and discuss key and critical technical issues with the project Construction Manager to develop cost effective solutions, using best operating practice and current industry design criteria.
• Interpret and implement local and international design codes and practices to comply with local and international laws, as applicable. Ensure current International Standards and approaches are used and implemented where appropriate.

Essential Skills / Qualifications:
REQUIRED KNOWLEDGE, EXPERIENCE, SKILLS AND COMPETENCIES
• HND, HNC or equivalent (NVQ 4) in Engineering and/or Construction (alternative qualification will be considered if supported by relevant experience and performance supported by evidence and references). Thorough grounding in engineering and construction.
• Understanding of Quality Management systems and principles.
• Extensive understanding of current health, safety and environmental legislation, approved codes of practice and standards relevant to Qatar.
• Demonstrable experience of working with a multi-site/disciplined company. Depth of knowledge of an Integrated Management System.
• Proven history of working in oil and gas industry; hands-on experience during fabrication/construction phase of a large EPC project. (offshore experience and/or experience working in the middle east preferred).
• Experience in drafting and reviewing cost estimates, providing input to budget submissions.
