Quality Control Manager (QC manager)
The responsibility of the function is to direct the activities of Quality Control inspectors and operators involved in activities designed to measure, improve and validate the accuracy and effectiveness of the process of pipe making and coating pipe business. The QC manager works within general methods and procedures and exercises considerable independent judgment to adapt and apply the guidelines to specific situations. The work requires knowledge of the policies, procedures, and regulations of quality control work, and supervisory techniques, personnel policies, and procedures as well as convincing knowledge on API 5, related EN norms and NDT tools.
The Quality Control Manager works with other staff within the organizations to implement and permanently improve procedures and quality standards and to monitor these against agreed targets, based on standards, measurements and audits.
Thru the implementation of standards and continues training of operators and inspectors, the QC manager ensures that all quality standards, processes and routines are well implemented and strictly followed. The success of the implementation will be measured by defined Key Process Parameter (KPI) and internal as well as corporate and external audits.
The QC manager is responsible for Health&Safety, training and knowledge generation/capitalization within the perimeter of Quality control and ensures full customer satisfaction on the product released by the quality control team. The function will support on possible customer complains to identify the route cause and proposes and implement countermeasures to close gaps.
Together with the Quality Assurance Manager, the Quality Control Manager is in charge to develop, maintain and increase Quality World Class Manufacturing targets.
The Quality Director of the segment has a functional link to the QC manager.
General responsibilities of the function:
developing, maintaining and improving the Quality Management System of the site
developing Quality control plans per work station
developing training schedules for each Quality Control Operator and Inspection in frame of professional training as well as Health&Safety (together with the Health&Safety manager of the site)
directing the activities of Quality Control Inspectors and operators involved in the quality control process
implementing technical changes in procedures based on updates of standards and national/international regulations
developing, implementing, maintaining and reporting on Key Performance Indicator
Supervising, control and monitor third party inspection
Developing, implementing, improving and controlling NDT control plans and standards
Support on CAPEX investments with links to Quality control
Exchanging with Quality Control Manager of the segment on performance and improvement projects
Leading site improvement projects linked to Quality control
Manages R&D process development and improvement programs for the site; supports on product development programs for the site
To ensure to be able to fulfill the requirements of the general responsibilities of the function, the QC manager has the following core competencies:
Bachelor degree in Metallurgical field or related area of study. (Minimum 7 years)
Minimum of 5 years experience in QC in OCTG/welded shop is a must
Minimum of 3 years experience as QC (deputy) manager is a must
Demonstrated full knowledge about tubular manufacturing process
Demonstrated full knowledge of API/ ASTM-, ASME Standards
Demonstrated full knowledge about NDT measurement tools and standards
Professional experience in welding
Very good (proven) product knowledge
NDT level 2 is a must, level 3 holding is preferred
Fundamental knowledge about product defects
Fundamental knowledge about several techniques for route cause analyze
Excellent oral and written communication skills in local language as well as in English language (including conflict management) is a must
Excellent leadership, motivation and influencing skills (especially for the start-up phase of the project)
Project Management experience
Demonstrated knowledge of SAP, MS Office: Outlook, Word, Excel, etc
Ability to train and create knowledge based organization, good exposure to latest global technical and managerial practices
Lateral and vertical coordination abilities
Ability to work under pressure and constraints
The QC manager is in cross relation and cooperation with:
- Health&Safety manager
- production managers (Steel & Tube mill; coating)
- maintenance manager
- scheduling manager
- QA manager and laboratory
In addition, the function requires an independent and confident working with quality control operators and inspectors as well as support to external audits will be provided.
In operation, the QC manager is in charge to:
- Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees
- Evaluates and verifies employee performance through the review of completed work assignments and work techniques
- Identifies staff development and training needs and ensures that training is obtained
- Ensures proper labor relations and conditions of employment are maintained
- Maintains records, prepares reports, and composes correspondence relative to the work
- Analyzes the nature and cause of rejections to identify areas needing improvement in the department’s processes and systems for determining eligibility
- Reviews, analyzes, and resolves contested product/rejection reports
- Uses developed techniques to analyze and solve non quality
