The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
The Mechanical Engineer is responsible for overseeing the SCV mechanical construction and assist in commissioning scope as well as liaising with the shipyard and vessel operator personnel.

General

- Responsible for the safe, efficient, and effective execution of project scopes and communication of project goals and expectations.
- Be part of a high performance team to facilitate successful delivery of the SCV build and commissioning
- Maintain awareness and promote conformance to company expectations and requirements of Safety and Quality Build within the construction team and the contractors.
- Be in compliance with all appropriate elements of the company, Operating Management System (OMS), including Risk Management and Management of Change

Roles and Responsibilities

- The role of the Mechanical Engineer is to provide assurance for the marine systems during the construction of marine vessels.
- The Mechanical Engineer is responsible for monitoring and inspecting the installation, Mechanical completion of all main and auxiliary machinery, equipment and piping associated with the vessels' marine and mission systems and hotel service systems and equipment, to ensure compliance with the contract specification, approved drawings, Class rules and good industry practice. This also includes a small a small number of company standards
- Advise any deviations/non-conformances against approved drawings and make recommendations to the construction lead and Lead Mechanical Engineer.
- Assist during the pre-commissioning, commissioning and sea trials phases of the build program.
- Ensuring that Shipyard QHSE standards are maintained, monitored and make suggestions for improvement in accordance with company expectations.
- Responsible for the marine and mechanical systems during construction/installation stages of the SCV build including preservation of equipment and systems.
- Assist with the installation of main equipment such as cranes, elements of the diving systems and the D.P. system.
- Verify mechanical integration with other marine and project systems.
- Oversee the day to day activities of the Yard activities during construction, installation and commissioning of equipment and piping.
- Report on all aspects of design and equipment installation progress or issues to the Construction Lead and Mechanical Lead.
- Review and verify design, as required, engineering drawings and documents.
- Work in close co-operation with the Shipyard mechanical/pipework engineers and fitters.
- Monitor the performance of subcontractors and initiate actions if delivery deviates from specifications and schedule.
- Review work packages, commissioning procedures, FAT procedures, SAT procedures and mechanical completion documents.
- Perform on-site inspections of the shipyard work and follow up on quality and progress to ensure that it meets the required specifications and is on schedule.
- Providing on‐site assistance for the interface between basic and detailed engineering data and the yards’ fabrication engineering.
- Assist monitoring, logging, reporting and following up on engineering queries and/or changes from the Shipyard.
- Assist monitoring the engineering documents in the document control and tracking system.
- Assist monitoring the engineering interface between the Yard and vendors and suppliers.
- Assist verifying variations and/or variation orders on technical content.
- Providing engineering related project information for the project progress reports and weekly project meeting.
- Assist in monitoring the Yard’s procurement effort in accordance with the procurement schedule, including procurement related information and deviations from the procurement schedule into the project progress reports and weekly project meeting.
- Assist verifying procurement related variation orders on technical content.
- Assist with reviewing and making recommendations with Technical Queries (TQ’s).
- Monitoring and assisting in the engineering information interface between vendors and suppliers and the Yard’s engineering department.
- Work closely with Class surveyors to ensure full compliance with Class rules, Flag state and relevant guidelines.
- Work closely with the chosen marine/installation vessel operators and integrate the marine crew into the mechanical completion/commissioning processes.
- The above responsibilities apply to both the Singapore Shipyard and the Baku Shipyard (BSY) stages of the vessel build.
- Ensure that all appropriate technical documentation is verified and maintained in readiness for vessel project operations.
- Over-see all commissioning tests, review and comment on any findings and make recommendations were appropriate.
- Over-see the sea trials plan and make recommendations for any additional testing above the requirements of the ship yard, Flag state or class as may be required for additional marine assurance verification.
- Provide input to an integrated FMEA for the SCV as part of the project sea-trials SoW.
- Make recommendations on any findings from FAT’s/SiT’s/FMEA’s or sea-trials.

Essential Skills / Qualifications:
- Engineering Degree or Class 1 Certificate of Competence or equivalent.
- Marine technical experience in shipping or ship construction/repair yards.
- Previous construction supervision experience as Machinery Inspector or Ship's staff standing - by vessels under construction including cranes, dive systems, dynamic positioning system and a knowledge of offshore working practices and standards.
- Preferably seagoing experience in the rank of at least a Second Engineer.
- Exhibits understanding of international standards that assure integrity of build and construction quality
- Proactively demonstrates sophisticated decision-making and leadership skills needed to address complex stakeholder groups and issues associated with Major Projects
- Ability to intervene in in critical situations in order to redirect focus and achieve the required result
- A high level of proven communication, interpersonal and people management skills
