The Company:
Our client are global specialists who operation in various key sectors, we are looking to recruit a QS to ensure all Commercial project related activities are carried out in accordance with Company Policies and Procedures.

The Role:
KEY RESPONSIBILITIES:
• From the basic administration system set up a correspondence procedure and log.
• Ensure that all commercial interests are protected at all times.
• Liaise with Project Managers regarding commercial issues.
• Ensure compliance with Health, Safety & Environmental (HSE) responsibilities.

Surveying / Administration
• Examine the contract agreement and specification on award of a contract.
• Review the tender documents and price breakdown and allocate cost codes to all planned resources, set up the project on the contract centre and prepare the start-up memorandum in accordance with the start-up procedure, thereby establishing the project budgets.
• Advise the project manager of key elements and ensure that all contractual obligations are met (e.g. warranties, insurances, invoice periods, bonds, etc.)
• Ensure completion certificates are signed on completion of projects to evidence commencement of warranty periods.
• Ensure project time keeping is completed accurately and in a timely manner.
• Ensure that unit rate items are measured and agreed with clients as soon as is practicable.
• Agree lump sum variations with the clients designated representative in a timely manner and in accordance with the Contract terms & conditions.
• In conjunction with the Project Manager and Project Engineers ensure that all monies due from client are claimed.
• Prepare all contractual correspondence required on projects for review by the Contracts Manager prior to submission.
• Monitor material wastage and ensure unused materials are returned to stock.
• Agreement of the final account with the clients designated representative prior to the rigs departure.

Purchasing
• Monitor the purchasing of all equipment and materials, liaising where necessary with the Procurement department to assist in ensuring that the best discounts and payment terms are obtained.
• Preparation of sub-contract documents for review by the Contracts Manager and General Council.
• Analyze subcontract quotations and reconcile rates and conditions to the main contract, ensuring that budget constraints are adhered to.
• Programme/Progress.
• Advise Project Managers and the project planner of planned labour hours and assist in the production of a project schedule.

Reporting
• Be responsible for cost control and reporting including regular monitoring of labour performance in conjunction with the Planning department.
• Prepare project performance statements on a monthly basis and in a timely manner.
• Prepare cash flow projections.
• Attend monthly project review meetings with the Contracts Manager and Group Commercial Manager to report on financial aspects of the contract.
• Prepare a project completion report reviewing production constants as a guide to future estimates.
