The Company:
A leading Australian coal seam gas explorer and producer focused on developing its world-class reserves for domestic and international supply.

The Role:
This role is part of the wider project Quality Assurance team, responsible for applying and implementing the requirements of the Project Quality Policy, Strategy, Plan, procedures and documentation (QMS) contained in the Project Management System (PMS). The job holder will be required to ensure that the stated or implied Quality Control construction activities have been checked, verified by authorised signature and date, are reviewed and progressively completed to the requirements of the relevant approved inspection test plans, field test records, field check sheets, relevant Australian and International codes or standards, procedures, relevant approved for use design specifications and deliverables, or other pertinent instruction.

The Quality Advisor will be required to work with the team and ensure that the stated compliance is met and completed, objective documented evidence exists that Fibre Optic Cable (FOC) complies with the manufacturers and project owners specification, that installation, splicing and terminating is in accordance with best practice and results of the OTDR and power loss test are in accordance with the engineering design and specification.

Liaise with fibre optic cable (FOC) Contractors to ensure all project responsibilities are executed
• Inclusive of monitoring the construction activities
• Reviewing and monitoring implementation of sub-contractors procedures and project milestone achievements
• Assist with the compliant implementation of the QMS on site based project works
• Report on the effective site implementation and performance of the approved Quality Management System (QMS) to assist with the identification of improvements and training requirements
• Implement and maintain compliance with all HSSE requirements of the PMS at all times that are applicable to the individual and the role. Ensure all permitting and job safety risk assessment criteria and controls are complied with.
• Ensure vehicle driver safety requirements are implemented and met at all times
• Instigate and perform inspection and testing activities as appropriate
• Assist with creation, review and issue of approved ITPs
• Undertake inspections and complete inspection checklists or field test records for work being performed by the field staff
• Perform surveillance and compliance inspections on subcontractors work activity
• Audit and ensure that all authorised and nominated site personnel are progressively dating and signing off ITP’s and/or their associated check sheet activity
• Ensure relevant documentation is being progressively completed and collated to verify, by objective evidence, that inspection and testing activity has been completed
• Ensure that punch listing is attended, and is performed where QC attendance is directed or required
• Assist in ensuring offsite prefabricated work and material is inspected for conformance on arrival on site, handling and preservation processes are compliant, and that adequate conforming records exist to verify this
• Assist in conjunction with the Engineer and stores in ensuring all site purchased materials or consumables are inspected and approved for adequacy and conformance to purchasing and specification documentation
• Review Work Pack processes, and activity ensuring the FOC is not damaged, and the FOC’s rated tension and bending radius not exceeded during installation.
• Ensure the completion and collation of inspection test reports (ITR).
• Undertake review and audit of subcontractor Quality Control status and Work Pack compliance
• Ensure “As Built” processes are being implemented and progressively maintained by the Engineer and Supervisor
• Witness, OTDR and end to end power loss test results, interpret results, compare with engineering design and specification
• Investigate, raise and issue Non-conformance and Corrective Action Reports (NCAR)
• Undertake random OTDR testing to verify Contractor test results
• Undertake other specific tasks and assignments as required that are commensurate with the position as directed by the Project Engineer Fibre Optic

Essential Skills / Qualifications:
Minimum 10 years experience in the telecommunication industry with extensive experience in fibre optic cable installation and testing
• Experience in the use of OTDR equipment
• Construction experience
• Reports experience
• Experience in QA/QC role in mining or oil & gas is desirable
• Ability to coordinate with multidisciplinary teams
Tertiary qualifications in telecommunications, information technologies, engineering or the equivalent
• Knowledge of fibre optic transmission systems and equipment
• Knowledge of interpreting OTDR and power loss measurement results
• Ability to produce, review, report, and verify technical documentation and Vendor Data including Manufacturers Data
• Minimum computer literacy in MS Office products
• Promote a positive HSSE and Quality Assurance culture in the workplace
• Comply with the QGC Management Systems, including statutory obligations
• Initiate actions to prevent the occurrence of non-conformities in processes, systems or products

Desirable Skills / Qualifications:
• Experience with Internal Auditing of Quality Management Systems and Subcontractors Systems is desirable
• Client representative experience is desirable
