The Role:
Our client a major Oil & Gas operator are seeking a Quality & Verification Lead for a long term contract

Location: UK, frequent business trips overseas up to 25% travel
Start Date: August
Day Rate: Negotiable
Hours: Mon-Fri 40 hours per week

THE ROLE
Quality & Verification Lead position is a dual role of managing quality and providing verification that the project is being executed in line with Operating Management System and the project QMS. Working in a small team the role is very broad ranging, being involved from the screening of potential projects through to completion and handover. The incumbent needs to be able to coach the team through the requirements of the process, as well as the Quality Management aspects of each project. The portfolio of projects is going to grow and offer varied opportunities of both Sub-sea and topside scopes.

RESPONSIBILITIES

Verification:
Coach and guide the team through the common process verification activities
Acts as a regional representative for the projects function
Maintain the verification standards procedures and tools and provides advice and assurance of the verification process
Verify project management elements are complete for each stage of the stage gate review process

Quality:
Develop and implement Quality Plans for the project. Provide monthly reports as required by the Quality Manager and the PGM
Work closely with Engineering and other functions to define the Quality Management requirements for Design, Manufacture, Construction and Commissioning
Coach and guide the project team on the implementation of quality management processes and their roles within these processes
Provide assurance that Tier 1 Contractor Quality Management Systems are effective
Continuously improve project delivery by identifying opportunities for standardisation and performance improvement

Key deliverables and tasks:
Verification:
Chair the Delivery Scoping Meetings (DSM) for each stage gate of a project
Verify that deliverables identified in the Project Verification Workbook have been developed to an acceptable level
Chair the Project Readiness Review (PRR) meetings prior to each project stage gate
Attend the Project Review Meeting (PRM) for each project stage gate
Update and issue Project Verification Workbook and summary sheets after each DSM, PRR and PRM meeting

Quality:
Ensure quality requirements are included in contracts and purchase order
Develop a risk based Quality Plan as additions or exceptions to the Portfolio Level Quality Plan
Define and implement a project self-verification programme and external audit plan in conjunction with the Quality Manager
Implement the processes to develop, Criticality Ratings, quality requirements, Inspection and Test Plans for contracts and purchase orders
Manager contractors and suppliers to ensure that they deliver the contract quality requirements
Verify completion of performance standard Written Schemes of Examination for Safety Critical Elements and Equipment
Establish requirements for and monitor compilation of Project Quality Records and assure processes are in place for handover to Operations
Management and closure of all NCRs, Concessions, Deviations and Corrective Actions
Support the Quality Manager in undertaking cross-project activities as required

Quality Management
The QA/QC Engineer implements the project quality assurance activities identified in the Quality Plan during the design, procurement and construction activities of the project.
Implements Engineering and Quality Management Guidelines.
Provides guidance, advice and training to project team, contractors, suppliers, inspectors and third parties as required to ensure understanding of the project Quality objectives.

Quality Planning
The QA/QC Engineer contributes to the development of the project Quality Plan.
Contributes to the quality management content of the Statement of Requirements and the Basis of Design.
Develops a risk-based project audit schedule covering audits of the project management systems, contractor and suppliers, covering project team led, contractor led and combined audits.
Identifies and manages the resources required to execute the inspection and surveillance schedule.

Quality Assurance
The QA/QC Engineer develops project specific Quality Management requirements for contractors and suppliers for inclusion in project contracts and purchase orders.
Provides quality expertise and input into the supplier and contractor bid evaluation process.
Leads supplier and contractor capability reviews as part of supplier selection to ensure that the supplier can meet the specific project requirements.
Ensures the success of the Criticality Assessment process for procured equipment.
Implements the Purchase Order Quality Requirements (POQR) process to identify the project quality requirements to be applied to purchase orders based on the criticality and associated risks
Reviews and approves Contractor and Supplier Quality Management System certification, Quality Plan, Inspection and Test Plan and other relevant quality documentation.
Leads supplier and contractor conformance audits as required during the lifecycle of a purchase order / contract capturing non-conformances and utilises project and GPO tools to manage and drive them to closure.
Leads internal audits of the project management system, capturing non-conformances and opportunities for improvement and utilises project and GPO tools to manage and drive them to closure.

Essential Skills / Qualifications:
Essential criteria & qualifications
Engineering degree from an internationally accredited university or CEng status
Registered Lead Auditor
Experience of working within a project stage-gate governance framework
Detailed understanding of Quality Assurance and Quality Control processes as applied to Design, Manufacturing, Fabrication, Construction and Commissioning
Desirable criteria & qualifications
Experience in Root Cause Failure Analysis
Experience of working on a range of smaller projects simultaneously
At least 10 years Quality Management experience on Oil & Gas projects
Competencies/Skills
Competent in all Microsoft office applications
Good communicator with excellent influencing skills, both verbal and written
Self-motivated and prepared to take the initiative
Ability to work effectively within a small team
