The Company:
Major Oil and Gas Client in Houston

The Role:
Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. Provides expert consultation in one or more areas for the design, development and implementation of technical products and systems.

The Project Quality Lead (PQL) will be accountable for the following:
-Lead role in applying the Quality Management System to Project/s and the development and implementation of the overall Project Quality Plan for a projects in Select, Define and Execute Phases.
-As part of the Quality Plan implementation, assume a visible leadership role within the Project Leadership Team helping drive the Project quality culture.
-Serve as a resource for the Project team (Project Management, engineers, contracts and procurement, others) to consult on project quality or supplier quality requirements, issues, plans, metrics, processes, etc.
-Interface with the project quality personnel to ensure alignment with the overall Quality Plan and develop relationships such that quality issues can be proactively identified and resolved.
-The Quality Plan will be a comprehensive instrument including design, equipment manufacture, facility construction, testing and commissioning activities.
-This will require working with members of the Operating Asset and Project Leadership Teams to ensure familiarity with deliverable requirements. This also requires knowledge of the DCAF process to ensure the Project is within compliance to DCAF processes.
-As part of the overall Quality Plan, develop with Project Team, maintain, and report status of Quality metrics to the Project Leadership Team and sub-teams. Has responsibility for rectifying actions to bring poor quality metrics back within acceptable values.
-The Project Quality Lead is the representative for sponsoring investigations into quality issues which have the potential to impact any of the project’s key targets .
-Work with the Project Leadership team and other Quality members to develop resourcing capital cost estimates, resourcing plans for Quality personnel, and help obtain these resources as required.
-Develop Quality audit plans and schedules.
-Participate in contractor and supplier invitation to tender, bid and evaluation processes. Lead Equipment Criticality Rating assessments, Quality risk assessments, Quality Awareness training for the project team.
-Play a lead role in ensuring lessons learned process is implemented within the project and help drive the continuous improvement mindset.
-Provide ideas for opportunities for improvement for the Shell Quality Management System. Help in further defining QMS documents and procedures which support the Global QMS.
-Assist Project Services in development of the Opportunity Assurance Plan.
-Assist in the development of the Asset Handover Plan (from the Project to the Operating Asset).
-Assist Project and Value Assurance with PAR reviews, specifically reviewing the technical deliverables.

Typically reports to higher level supervisor or manager. Discipline Head or Project Leader for small to midsize projects.

Essential Skills / Qualifications:
Requires a Masters (minimum of a bachelor's degree) in relevant technical field and may be have an advanced degree and/or at least 15-20 years of related experience in applying the discipline skill(s) to oil gas projects. In depth familiarity with a wide variety of the discipline's concepts, practices, and procedures.
