The Company:
Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.

This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

The Role:
Direction Received:

Candidate should be capable of functioning with a limited level of supervision. General direction and guidance will be provided. The candidate will be reporting to the Quality Assurance Lead.

Direction Exercised:

This position, in the near term, will be responsible to work with the QA Manager to develop and implement all Quality Assurance and Control programs and initiatives throughout the development and execution phases (engineering, procurement and construction) of the Project.


Summary of Job Function:

The incumbent, in the near term, will work closely with the QA Lead to developing and implement QA and QC programs for the project that encompass all activities including those performed by contractors and suppliers. Additionally the QA Support Engineer will also be responsible for providing QA support to the Early Works Infrastructure engineering and procurement work scopes and selection of the EPCM Consultant(s). It is intended that the required Early Works engineering will be performed by Consultants and that the procurement / contracting will be performed by the Owner directly.
In the long term the incumbent will provide Owner oversight and direction to the EPCM Consultant(s) that will be employed under the EPCM arrangement(s) for Project Components as well as provide QA support to all engineering and procurement activities undertaken directly by the Owner for the Project.

Principal Activities, Duties and Responsibilities:

This position shall (The following is being executed as a contract scope of work):

Near Term
 Foster awareness of the Quality Assurance Policy, including its philosophies, goals and principles.
 Develop and implement a Project Quality Assurance and Quality Control Program, including all supporting processes and tools.
 Ensure development and implementation of tools and processes to measure and report on performance objectives related to the execution of the scope(s).
 Develop and implement a QA plan for the Early Works Infrastructure engineering and procurement scope.
 Provide ad-hoc support for the selection of the EPCM Consultant(s).
 Provide selective QA support to the team(s) undertaking field investigation activities.

Long Term
 Foster awareness of the Quality Assurance Policy, including its philosophies, goals and principles.
 Maintain and continuously improve the Project Quality Assurance and Quality Control Program.
 Provide Owner oversight of the EPCM Consultant from a QA/QC viewpoint.
 Assume ownership of Owner’s contractor and supplier pre-qualification process from a quality perspective.
 Assist in criticality assessments of contracts and plant equipment from a quality perspective.
 Provide QA support during the bidding process for supply and construction contracts.
 Work with Engineering and Supply Chain to embed quality requirements in each contract that are representative of the scope and associated risks.
 Implement Project’s contractor and supplier Quality Assurance strategy.
 Work with contractors to ensure clarity in understanding project’s quality requirements.
 Provide direct support to Supply Chain and Engineering functions regarding the development and implementation of quality processes.
 Interface with Owner’s Technical and Design Integrity, and other teams' interfacing with Consultants' engineering teams for selected scopes, regarding QA and QC plans.
 Lead and participate in QA and QC audits and inspections.
 Assist with quality-related training needs throughout the Project, including contractors.
 Manage the timely reporting of contracting quality metrics.
 Foster awareness throughout the Project of Quality Management activities.

Minimum Qualifications:

 University graduation with a Bachelor degree in Engineering or a related discipline, supplemented by additional training in Quality Assurance/Quality Control, or an equivalent combination of education and experience.
 Eligible registration as a Professional Engineer in the Province of Newfoundland & Labrador.
 Strong knowledge of Quality Management Standards such as ISO 9001, CSA 1000 or ISO 14001 or ISO 18001.
 This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position

Experience:

 7 - 10 years experience monitoring, measuring and reporting quality status of large capital projects, with a good exposure to civil works.
 Prior experience developing and implementing quality and process improvement programs.
 Strong understanding of engineering processes, management systems and contractor management.
 Extensive experience in contract bidding and selection activities.
 Conducting Quality Management System Auditing.
 Experience interacting with contractors and vendors.
 Knowledge of non-destructive examination techniques.
 Experience in project management.
 Experience working in a team environment.
 Working knowledge of incident investigation / root cause analysis.
