The Role:
POSITION TITLE: Quality Assurance Supervisor (QAS)

MAIN FUNCTIONS
• Provide proactive and technical consulting, and stewardship of EPC contractor engineering, procurement and quality assurance work activities and deliverables
• Direct assessment of Engineering, Procurement, Construction (EPC) contractor’s engineering, procurement, quality assurance and vendor surveillance programs
• Provide construction planning, support, and execution expertise in St andard Construction disciplines
• Represent construction QA in concept screening and early project planning efforts pre-Gate 3
• Coordinate construction-related activities during project execution phases and provide associated discipline reporting to management
• Provide EPC contractor oversight of deliverables for discipline tasks including procedures, work packages, identification of systems, documentation, etc.

TASKS AND RESPONSIBILITIES
• Develop proposed work plans, including detailed requirements of the purchase specification.
• Engineering interface, development and review of engineering Request for Quotation (RFQs) for quality assurance and inspection requirements
• Provide and coordinate functional input to concept screening and early project planning deliverables
• Act as an owner QA resource to various project task teams
• Coordinate activities of 3rd party and Contractor’s inspectors within discipline, in conjunction with Supplier’s QA/QC team
• Utilize Quality Management expertise to perform audits and/or assessments of Contractors / Supplier implementation of inspection activities and document deficiencies
• Coordinate planning, support, and execution activities aligned with project objectives
• Provide accurate and timely updates as needed to the PT or designee on project planning, support, and execution coordination activities
• Perform supplementary inspections and verifications in accordance with requirements of the ITP and the Project Surveillance Plan(s)
• Steward contractor construction planning and on-site surveillance of discipline work activities to ensure contract specification compliance
• Monitor procurement of vendor packages, long lead items, and other critical materials and equipment to ensure compliance with required on site dates, contract specifications, and provide early warning of potential quality problems and the expertise to avoid / resolve them
• Follow-up on technical questions, material rejections, or non-conforming items raised by the Contractor / Vendor

QUALIFICATIONS AND EXPERIENCE

• An University degree in engineering with a total of five (5) years in Quality Management experience; or a high school diploma with ten (10) years of experience in Quality Assurance, Quality Audit/Surveillance process, Site Construction Inspection and Quality Management
• Experience working in client role on major facilities projects is preferred
• Excellent interpersonal and communication skills; persuasive with strong business perspective
• Must be proficient in common PC software (MS Word, MS Excel, etc)
• Current or past ASNT SNT-TC-1A Level II certification or experience for Radiographic (RT) film interpretation, Ultrasonic (UT), Liquid Penetrant (PT), Magnetic Particle (MT) examination methods
• Audit Skills - ISO Auditor / Lead Auditor Certification
• Knowledge of industry codes and standards, ASME, API, ASNT, AWS, etc.
