The Company:
Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.

This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

The Role:
This position will be responsible to work with the Quality Manager — HVdc Specialties to develop and implement all QA/QC oversight, monitoring, surveillance and inspection programs and activities for the HVdc Specialities scope of work. This position will interface with the Area Managers, Package Leaders, Construction Management team, procurement and
engineering teams, as well as inspection coordinator, resident and shop inspectors.

The incumbent will work closely with the Quality Manager — HVdc Specialties, Area Managers and Package Leaders to develop and implement a QA/QC oversight, monitoring, surveillance and inspection program for contractors and suppliers for supply and installation of materials and equipment for HVdc Specialties.

' Lead and manage the development, implementation and maintenance of QA/QC requirements, oversight, monitoring, inspection and surveillance program to ensure delivery of the HVdc Specialties scope which includes: Soldiers Pond and Muskrat Falls HVdc converter stations, HVdc Transition Compounds (for the Strait of Belle Isle submarine cable terminations), ac Substations at Soldiers Pond, Churchill Falls and Muskrat Falls, Synchronous Condenser facility at Soldiers Pond, grounding sites at Dowden's Point and L'Anse au Diable, and Telecommunications infrastructure;
' Establish and implement quality requirements for Expressions of Interest (E0I), Request for Proposals (RFP), Purchase Orders and Contracts:
' Review and endorse requisitions, E0I's, RFP's, PO's and Contracts, Supplier Document Requirements Listing to ensure quality requirements are included;
' Perform quality pre-qualification assessments and audits on E01 respondents;
' Perform quality bid evaluation, bid clarifications and endorse award recommendations;
'Participate in kick off, pre-inspection and progress meeting with contractors and suppliers;
' Establish and coordinate QA/QC monitoring, surveillance, inspection and audit plans, procedures and checklists for inspecting and reporting of the work to ensure contractors' and suppliers' quality programs are fully implemented and effective;
' Coordinate and establish overall surveillance level per commitment package and specific participation on inspection and test plans based upon engineering criticality rating in conjunction with project team;
' Review and acceptance of contractors' and suppliers' quality documentation for compliance to PO/contract which includes but is not limited to: quality plans, inspection and test plans, test records, procedures, quality records, final documentation, etc.;
' Ensure implementation of contractors' and suppliers' quality plans and inspection and test plans through inspection via third party inspectors or home office resources and quality audits as required;
'Prepare and issue surveillance reports, quality audit reports, corrective actions, non-conformances, and observations;
' Ensure adequate closure of all surveillance reports issues, quality audit findings, non-conformances, etc.;
' Interface with engineering to define and review turnover documentation requirements; and
' Contribute to quality progress reports including quality metrics;

Essential Skills / Qualifications:
Minimum post-secondary graduation from a recognized technical program or a related discipline, supplemented by additional training in Quality Assurance / Quality Control, auditing or an equivalent combination of education and experience.
•Bachelor Degree or Technical Diploma in Engineering or Science is preferred.

• Must have minimum 15 years of experience associated with the development and coordination of quality activities in QA/QC for fabrication, and manufacture and/or installation of high voltage power equipment;
• Experience with manufacturers and fabricators of materials and equipment for large construction projects;
• Experience with construction of high voltage substations and/or related infrastructure;
• Previous experience with auditing QA programs;
• Experience working in a team environment; and
• Working knowledge of incident investigation / root cause analysis.
