The Company:
Major operator is seeking a Quality Engineer for a 2 year opportunity based in Houston.

The Role:
- Update Quality Plan which addresses all aspects of the approach to quality on the project (Engineering, Procurement, Construction, Commissioning and Handover)
- Develop Audit Schedule; this includes audits to project team, Suppliers, Vendors, Construction contractor.
- Perform Quality Audits per schedule (Internal & External) and spot checks.
- Develop and Implement Document Review & Approval Matrix
- Ensure compliance to Management of Change process by performing continuous audits.
- Ensure Project Action Tracking Process and System is being implemented (Audit)
- Periodically review of Action Tracking System to ensure integrity of the system
- Ensure compliance to Project Information Management - spot check Document and Data Management for consistency
- Implement Shared Lesson Learn System to project team
- Enforce the capturing of Lesson Learned and validate Quality related lessons
- Promote Continuous Improvement within the project.
- Advise Quality Manager on aspects pertaining to quality and the impact of quality issues on the project (i.e Cost of Poor Quality)
- Work with project team to provide Quality Management input to the Statement of Requirements and Project Execution Plan
- Review and comment on various project management and engineering document developed by contractor to ensure quality is built in. e.g PEP, Basis of Design (Follow Document Approval Matrix)
- Develop and Verify compliance of Quality interface matrix to ensure rules and regulations are being followed
- Track process and ensure linkages to NCR, MOC and Lessons Learned system
- Team up with Engineering to develop listing of ETPs and STPs applicable to project. Ensure compliance to ETP and STP Implementation Plan
- Tracking and assurance that Engineering Contractor is meeting all of the Quality requirements/documentation of the Contract (EMS & WPMP)
- Review and comment on various discipline engineering documents eg. Design Hazard Management Plan, Design Case for Safety, etc
- Participate in various design reviews, ISD, HAZOPS, LOPA, ENVID that relates to Quality
- Implement Non-Conformance system and manage engineering NCRs and work with engineering team to close out NCRs.
- Enforce capturing and sharing of Lesson Learnt on ongoing basis
- Ensure appropriate audit procedures are in place across the entire supply chain regarding quality plans, quality control processes, and vendor spot checks of their own work.
- Interface with Purchasing and Supply Chain Management to ensure QA requirements are clear and unambiguous in contracts and purchase orders with vendors / suppliers.
- Verify Quality of Purchase Orders and ensure it has quality requirements defined
- Review and follow up on all Equipment SQS reports. Ensure timely and accurate issuing of reports
- Implementation and follow up for Equipment Criticality Rating for Equipment and Material
- Ensure EPMS contractor has Non-Conformance system to manage Suppliers' Non-Conformance and it is being followed
- Perform spot checks/surveillances of supply chain Quality Control procedures and products to ensure component and system quality standards are met.
- Ensure TPI services hired by EMPS contractor meet minimum requirement e.g. competency of inspectors, defined inspectors activities, reporting requirements and NC reporting.
- Review Inspection and Test Plans at RFQ. Provide feedback to Quality Manager before approval
- Ensure compliance to Inspection and Test plans by reviewing supplier documentation or performing on-site verifications.
- Ensure all Factory Acceptance Tests are performed and properly documented. Attend selected FATs
- Support Commissioning through compliance of GoC in Define (i.e IRN compliance)
- Engage and track Quality performance of other functions directly affecting Projects Quality (i.e. subsea hardware)
