The Company:
Subsidiary of major energy company, operating offshore gas fields and onshore gas processing terminals.

The Role:
JOB TITLE: Quality Engineer
Reports to: Projects Engineer/Project Manager
Location: Heysham/Barrow/occasional Offshore visits

ROLE PURPOSE
The purpose of the role is to implement and oversee appropriate quality systems in all Engineering Change Projects whilst providing Quality support and advice to the wider operation within the field to ensure compliance with legislation and to deliver quality within projects..

SCALE/SCOPE OF ROLE
Support project teams in development of project specific Quality Plans and completion documentation to ensure project and quality systems comply with both corporate and legislative requirements. Set up and monitor quality systems for material masters and goods inwards / acceptance.

Co-ordinate the activities of third party QA-QC contract company when employed on Engineering Change Projects to audit verification of quality plans.

The job holder will be comfortable interacting dynamically across all levels and areas of the company, as such it is crucial that the Quality Engineer is able to develop and maintain good professional and interpersonal relationships at all levels

KEY ACCOUNTABILITIES
High Performance
Responsible for ensure a quality system is in place which ensures compliance with our clients Management of Change processes and all subsidiary processes including legislation, business case, comprehensive integrity and compliance
Monitor, audit and report process integrity of Projects department, and specific project performance, against the quality systems and Quality Plan, processes and procedures so as to demonstrate continued compliance to the Projects Manager.
Monitor and audit contractor quality performance, where contractor performance or quality system falls short of client requirements provide support to the contract manager in rectifying the issue; and support the project team in audit at a department and job specific level
Monitor the correct close out of all project activities, including mechanical completion ITRs, commissioning ITRs, factory and site acceptance test documentation as well as spares recommendations and maintenance routines to endure that they meet quality requirements.
Participation in asset acceptance audits as part of the assurance process that major new facilities have been constructed as designed and are fit for purpose prior to final commissioning and taking into service
Review the quality systems of engineering contract companies engaged in change projects, reporting requirements for remedial action and advising the appropriate contract managers in negotiating required improvements to systems.
Facilitate development of a continuous improvement quality culture

Pioneering Spirit
Supporting the Projects manager and the Project Engineers in ensuring the correct system design through SIL assessment, cause and effect development, statements of requirement and desk top reviews.
Assess the quality systems of engineering contract companies for alignment with client projects to ensure no discrepancies could compromise the delivery of integrity and legislative compliance.
Attending vendor premises during system design, build and testing phases, acting as company representative at Factory and Site Acceptance Testing (FAT and SAT). Develop an intimate knowledge of system architecture and hardware and an ability to interrogate and modify system software.
Liaise closely with Verification Engineer.
Acts in capacity as Process Authority within the IMS for a number of defined processes relating to Quality, and as such is responsible for the development, maintenance and quality of process maps and procedures in these defined areas.

Safety
Project Quality representation at design safety assessments which will includes Hazid, Hazop and SIL.
Responsible for monitoring to ensure that all implementation work packs are prepared to a high standard incorporating the key quality requirements, facilitating appropriate safety screening and resolving any key quality issues.

Essential Skills / Qualifications:
KNOWLEDGE SKILLS AND EXPERIENCE
BTEC Higher National Certificate, or equivalent, in an appropriate engineering discipline; or a quality inspection qualification of similar level is essential together with a Quality Management Principles/Techniques Qualifications.
Understanding of inspection techniques in process plant & heavy industry/fabrication, particularly related to engineering change projects in the oil & gas industry.
Sound understanding of ISO 9000 (& appropriate associated standards)
A good general knowledge of offshore legislation, particularly Safety Case Regulations, DCR and PFEER
Good interpersonal and inherent co-ordination and leadership skills.
Experience of working with Management of Change processes and procedures.

Highly motivated and flexible individual capable of rising to the challenges of a demanding project programme.
Excellent communication skills with an ability to interact well at all levels within the business. Typically this will include supervision of installation and commissioning technicians and liaison with project engineers and management.
