The Role:
The Sullom Voe Gas Sweetening (SVGS) Project is an onshore facility at Sullom Voe Terminal (SVT) to safely remove the forecast H2S from the gas streams exported from the WoS fields and SVT.
The SVGS plant will largely be a standalone development inside the existing SVT site and includes a High Pressure (HP ~110 barg) Amine plant, HP Puraspec bed, HP Molecular Sieve Dehydration plant, Compression, Flares and Utilities. The design is based on a single gas processing and treatment train.
The plant is due for start-up in 2017.

The Quality Lead (Engineering/Procurement) assists with the development and implementation of a structured Quality Management System (QMS) in conformance with COMPANY’s quality management processes, and directs the project Quality Management activities throughout design, procurement, and construction.
The Quality Lead (Engineering/Procurement) reports to the Project Quality Manager.

Roles and Responsibilities:

The Quality Lead (Engineering/Procurement) will be responsible for;

Quality Management
• The development and implementation of project quality assurance and quality control activities identified within the Project Quality Plan.
• Application of the requirements of the COMPANY’s Engineering and Quality Management Guidelines and associated quality related guidance documents.
• Providing guidance, advice and training to project team, contractors, suppliers, inspectors and third parties (as required) to ensure understanding of the project’s Quality objectives.

Quality Planning
• Development and update of the Project Quality Plan.
• The development of a risk-based project audit schedule covering (project team led, contractor led and combined) audits of the project management systems of COMPANY, Contractors and Suppliers.
• The development of the inspection and surveillance schedule covering project resource participation in review/clarification meetings, inspections, surveillance activities, and factory testing in line with purchase order / contract inspection and test plans (ITP).

Quality Assurance
• Providing quality expertise and input into the supplier and contractor bid evaluation process and leading supplier and contractor capability reviews as part of supplier selection process.
• Participating in the Criticality Assessment process for procured equipment.
• Providing input into the Purchase Order Quality Requirements (POQR) process to identify the quality activities to be applied to purchase orders based on criticality and associated risks.
• Reviewing Contractor and Supplier Quality Management System certification, Quality Plan, Inspection and Test Plan and other relevant quality documentation.
• Leading supplier and contractor conformance audits during the lifecycle of a purchase order / contract capturing non-conformances and utilizing project tools to manage to closure.
• Leading internal audits of the project management system, capturing non-conformances and proposing opportunities for improvement.

Quality Control
• Ensuring company’s inspection, surveillance and witnessing of procured materials and equipment is executed in accordance with approved ITPs, and that statutory inspection requirements are complied with during equipment manufacture.
• Managing any third party inspectors and independent verification services engaged by the project.
• Managing project response to supplier and contractor non-conformances, deviations and concession requests.
• Ensuring that all relevant quality documentation, testing and inspection results are properly documented, complete and handed over in accordance with the information handover specification.

Quality Improvement
• Collection, evaluation and reporting of Quality KPIs from company, Contractors and Suppliers.
• Capturing quality-related lessons for future projects via the company Shared Learning System and incorporating applicable quality-related lessons learned from other projects.
• Capturing and assessing non-conformances and concessions, and the implementation of the immediate containment actions arising.
• Analyzing trend data from the supplier deviation

Additional Comments:
• The position will initially be based in Woking, UK, with potential transition to UAE in late 2014. Candidates interested in applying for the position should be flexible to relocate to an international work location and a willing to travel frequently on short notices

Essential Skills / Qualifications:
• University degree in engineering or equivalent with a minimum of eight (8) years QA/QC experience or a high school diploma with a minimum of ten (10) years experience in procurement/construction QA/QC. Additionally, three (3) years directly relating to supervision of Supplier Quality activities in oil, gas and/or petrochemical projects, and three (3) years’ experience of planning, leading/conducting and/or participating in external and internal quality audits
• Broad knowledge of oil field engineered package equipment (turbine generator, compressor, process equipment, pressure vessel, etc.)
• Knowledge of UK Regulatory requirements will be very useful

• Membership of recognised International Quality Institute or Organisation e.g. CQI, ASQ
• Formal Quality Management qualification e.g. Certified Manager of Quality (ASQ), Diploma in Quality Management (CQI) or equivalent)
• Certified ISO 9001 Lead Auditor or other recognized equivalent audi

Desirable Skills / Qualifications:
Must be able to communicate and interact effectively with a variety of skilled functional personnel, other project's Team Leads and contractor personnel. Must be able to communicate effectively both verbally and written skills. Must have excellent interpersonal and communication skills and be able to interface with colleagues, customers and contractors at all levels. Engage with key stakeholders through various stages of project execution, including Engineering, Supply Chain Management, Construction, Operations and System Completion.
• Comply and promote compliance with Company and Project specific procedures/processes to ensure success.
• Capable to conceptualize Company's processes/systems and effectively implement them to meet project technical needs.
• Must be flexible, goal-oriented and have strong interpersonal skills, a professional demeanour and the ability to work with minimal supervision..
