The Company:
Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.

This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

The Role:
Functionally reporting to the Project Quality Assurance Manager. Candidate should be capable of functioning with minimum level of supervision.

This position will be responsible to work with the Project Quality Assurance Manager to provide QA leadership and direction throughout the construction phase HVdc Specialities and Switchyards of a major project. The incumbent will interface with multiple functions. Direct reports will include Site QA Coordinators and Quality Coordinator Procurement.

Summary:
The incumbent will work closely with the Quality Assurance Manager and Area Manager to develop and implement a QA/QC oversight, monitoring, inspection and surveillance program encompassing all project activities including activities performed by contractors and suppliers. Build upon industry best practices and strive for world-class construction execution in QA/QC performance related initiatives.

Principal Activities:
• Lead and manage the development, implementation and maintenance of a QA/QC oversight, monitoring, inspection and surveillance program to ensure delivery of the project which includes HVdc converter station, HVdc Transition Compounds, Switchyards and Telecommunications;
• Review and approve quality requirements for Expressions of Interest (E0I), Request for Proposals (RFP) and Purchase Orders(P0) and contracts:
• Ensure requisitions, E0I's, RFP's, PO's and Contracts, Supplier Document Requirements Listing to ensure quality requirements are included;
• Review and approve quality pre-qualification assessments and audits on E0I respondents;
• Approve quality bid evaluation and award recommendations;
• Participate in kick off, pre-inspection and progress meeting with contractors and suppliers;
• Ensure QA/QC monitoring, surveillance, inspection and audit plans, procedures and checklists for inspecting and reporting of the work to ensure contractors' and suppliers' quality programs are fully implemented and effective;
• Ensure establishment of overall surveillance level per commitment package and specific participation on inspection and test plans based upon engineering criticality rating in conjunction with project team;
• Ensure review and acceptance of contractors' and suppliers' quality documentation for compliance to PO/contract which includes but is not limited to: quality plans, inspection and test plans, test records,
procedures, quality records, final documentation, etc.;
• Ensure implementation of contractors' and suppliers' quality plans and inspection and test plans through inspection via third party inspectors or home office resources and quality audits as required;
• Approve surveillance reports, quality audit reports, corrective actions, nonconformances, and observations;
• Ensure adequate closure of all surveillance reports issues, quality audit findings, nonconformances, etc.;
• Interface with engineering to define and review turnover documentation requirements;
• Ensure quality personnel, systems processes and tools are developed and available for use;
• Ensure quality is embedded within all aspects of the work;
• Encourage, identify and participate in continual improvement;
• Provide leadership on QA/QC matters to personnel;
• Identify and coordinate quality related training;
• Develop quality progress reports/metrics requirements;
• Assist internal customers in addressing quality questions, concerns, and stuck points;
• Participate in quality auditing and surveillance;
• Conduct incident investigation / root cause analysis; and
• Ensure lessons learned are captured.

Essential Skills / Qualifications:
• Bachelor's Degree in Engineering, supplemented by additional training in QA/QC, or an equivalent combination of education and experience;
Registered Professional Engineer in the Province of Newfoundland and Labrador (Eligible for membership with PEG-NL);
Certified lead auditor training would be an asset.
• Must have minimum of 20 years of experience associated with the coordination of quality activities in QA/QC for engineering, procurement, construction, preservation, mechanical completions, commissioning, handover and start-up;
• Experience working with international contractors involved in the construction of large civil project;
• Knowledge of Project Life Cycle;
• Prior experience developing and implementing quality programs;
• Extensive knowledge of laboratory services testing techniques, specifically related to testing of construction materials and concrete;
• Experience working in a team environment; and
• Working knowledge of incident investigation / root cause ana
