The Company:
An International Oil & Gas Operator

The Role:
To establish and implement the Quality Management arrangements and key processes for the project and verify their adequacy and implementation status. Manage and Co-ordinate with Appointed consultants the Verification, surveillance, and audit activities related to the work carried out for and on behalf of the project to ensure that this is in accordance with requirements of the Company Project Management Standard and Quality Management guidelines, best industry practise and national and international standards, codes and other guidelines.

Ensure that all activities are undertaken in accordance with the Company Health, Safety and Environmental policies
Prepare and obtain approval of the Project Quality Strategy and Stage Quality Plan Plan and Internal/External Quality Assurance Audit Schedule and (where appropriate) the Third Party Verification Strategy.
Demonstrate visible leadership and commitment to excellent HSSE performance in support of the Project Manager’s accountabilities.
Define and document the Project Management process architecture for the PMT.
Monitor and measure the suitability and effectiveness of the Project Management process arrangements, provide feedback on the findings and recommend, develop andimplement improvements with the PMT.
Ensure that the standard Quality Exhibit is included in all contracts where applicable.
Provide input, from a quality management perspective, into all Invitations to Tender (ITT) and bid enquiries for direct procurement by the PMT. Assist in the review of potential Contractors and Suppliers and participate in pre-award site visits, surveys, reviews etc.
Review and approve the Contractors' key quality and verification personnel and organisational arrangements.
Ensure appropriate measures are taken to meet the project quality objectives and identifying any unresolved quality issues to the Project Manager.
Lead internal and external Quality compliance audits to verify that the requirements of the project are being correctly executed, including audits of the PMT’s Project Management process arrangements (split by functional group), and audits of the quality management systems of the Contractors and their principal Subcontractors and suppliers for compliance with contract requirements and other regulatory body approvals.
Maintain audit and non-conformance status logs for all project audits.
Review and approve as necessary the Contractors' and principal Suppliers’ inspection and test plans and participate in selected inspection surveillance operations and maintain appropriate oversight.
Review and approve the Contractors’ arrangements for material identification and traceability (as used by Contractors in their procurement documentation).
Verify that equipment and materials, supplied either as Joint Venture free-issue or procured by the Contractor, are preserved and maintained by the Contractor in such a manner that, at completion of the work, it has retained the specified purchased condition, paying special attention to the Suppliers’ warranties and specified instructions regarding storage and maintenance at all times during handling, storage and installation.
Assume overall responsibility for the Third Party Verification process and written schemes of examination (where appropriate), with assistance from the Contractor in terms of the provision of design, procurement, construction, commissioning, installation and hook up input for the work in its and its Subcontractors’ and Suppliers’ scopes.
Maintenance of all Quality records etc and that they are legible, correctly identified, indexed, filed and protected to prevent damage, loss or deterioration and readily retrievable and traceable to the product for which they were produced.
Regular review and oversight of Contract or-supplied verification and measuring procedures including that equipment is controlled, calibrated and adjusted at regular, pre-determined intervals by way of review and audit.
Implementation and monitoring of suitable procedures for the back-up and protection of computer programmes and related data.

Essential Skills / Qualifications:
Technical professional with broad QA/QC management experience in the oil and gas or petro-chemical industry.
Proven record in the successful provision of QA/QC management services for world-wide projects for a major oil and gas operator.
Comprehensive Knowledge of industry codes and standards, with particular emphasis on Subsea projects.
Able to demonstrate a sound background in business performance and monitoring, establishment of key business drivers, and the financial and commercial aspects of project delivery.
Familiar with contemporary IT systems and software.
Skilled in the requirements and application of PM functional assurance review and other associated functional assurance processes
Educated to first degree level or equivalent in relevant discipline
Has relevant professional qualification.
Highly effective and engaging team player with a pro-active and flexible attitude, effective communicator, and able to work in a challenging overseas environment, with minim
