The Role:
SUMMARY
Effective leadership and the strong commitment of management are vital to the successful management of Quality issues for the Project. Leadership needs to be both supportive and visible to be effective.

The role of this position is to manage, administer and inform personnel of all Project related Quality issues. The Quality Manager will report all non-conformities and safety issues to the Project Manager.

The Quality Manager is responsible for Project Quality issues pertaining to all Project personnel and therefore is required to interact with all Project personnel. The Quality Manager must be familiar with Quality regulations and specifications and is responsible for managing all aspects of the Project’s Quality Program and the Project Quality Management Systems, Procedures and Implementation. Supervision of Risk Management, Quality Assurance and Quality Control activities, and Regulatory Compliance for the Project.

ESSENTIAL DUTIES AND RESPONSIBILITIES includes the following. Other duties may be assigned.
- Health Safety and Environment (HSE)
Provide efficient and effective QA/QC services to customers at the highest possible level of HS&E, Business Principles, and at the lowest possible cost, without compromising on quality nor HSE.
Incumbent must have an excellent knowledge of HSE rules, regulations and best industry practice for offshore topsides facilities activities and be able to independently conduct HSE investigations, compile reports and recommend and implement improvements.
- Quality Management System (QMS).
All members of the Project Team are responsible and accountable for compliance with the Project Quality Management System which includes a suite of procedures and Quality Plans including Design Development, Criticality Management etc.

The Quality Manager’s duties include;
Overall responsibility for the development of, implementation and oversight of the Project’s Quality Management System generally in accordance with ISO 9001, including;
• Compliance with Quality Plans for each phase/element of the work;
• Management of audit processes including audit of contractors, suppliers and Project Team activities;
• Establish and Manage compliance activities in accordance with Company Process associated with maintaining technical and operational integrity;
• Management of the Regulatory Compliance process for the Project;
• The identification and acquisition of any controls, processes, equipment (including inspection and test equipment) fixtures, resources and skills that may be needed to achieve the required Quality;
• Ensuring the compatibility of the design, the production process, installation, servicing, inspection and test procedures and the applicable documentation;
• The updating, as necessary, of Quality Control, Inspection and Testing techniques, including the development of new instrumentation;
• Management of the Quality Control Activities of the Project including Inspections and Tests to determine compliance with requirements.
• The identification of any measurement requirement involving capability that exceeds the known state of the art, in sufficient time for the needed capability to be developed;
• The clarification of standards of acceptability for all features and requirements, including those which contain a subjective element;
• The identification and preparation of quality records.

SUPERVISORY RESPONSIBILITIES
Full supervisory responsibilities of QA/QC personnel and supporting functions for Regulatory Compliance, Risk Management etc.

Essential Skills / Qualifications:
EDUCATION and/or EXPERIENCE
- Extensive Project management experience required.
- Strong Quality Assurance experience and commitment is required as well as a B.S. level of education or equivalent and a minimum of 10 years experience of development and operation of QMS systems for offshore oil and gas operations.
- Extensive offshore experience a must.
- Strong communication, organizational, leadership, integration, management and interpersonal skills required.
- Must have demonstrated effectiveness in problem solving in a team environment.
- Certified Lead Assessor or similar auditing qualification, qualified in NDT systems and a strong materials background.
