The Company:
Our Client is a Leading Global Operator in the Oil, Gas and Energy Sector. This role is based out of our clients projects offices in London, but requires travel to Aberdeen and other UK locations.

The Role:
Main Function

The Quality Control Manager is a member of the Project Management Team and ensures compliance to project requirements through the application of Quality Assurance Management Systems and Procedures for internal and external control. Additionally, the function of the Quality Manager is to assist the Project Manager in achieving timely and appropriate inspector staffing levels to assure that materials procured and installed on the Enochdu project meet functional and technical specifications against industry codes and standards.

Engineering and Procurement Phase
• Assures that Quality Management Systems are in place to meet project requirements through to handover to operations
• Leads the development of Project Procedures for Internal and External Control
• Participates are required by the Project Manager in management reviews and presentations on Quality Management Systems, compliance audits, performance statistics and other information as may from time to time be required
• Collates and Issues the Audit reports and recommendations for presentation to the Project Manager
• Develops the process for the establishment, review and approval of project specifications by the Project Team Managers and Specialists
• Leads the internal Audits for all the processes and procedures during all phases of the project through to handover to operations
• Ensures that the EPC Contractors Program for QA and QC has been fully developed and is being implemented by regular auditing.
• Ensures that all matters relating to quality requirements and processes are strictly adhered to in accordance with the Contract, Specifications, National and International Codes and Standards, Regulations, etc.
• Establishes the Engineering and Procurement Documentation Turnover requirements
• Establishes relationship and liaise with Partner QA Organizations to ensure common goals and objectives
• Schedules and executes Internal Audits of Project Procedures and Contractor’s facilities.
• Assures that all NCRs / CARs shall be brought to the attention of the Project Manager.
• Provides support to Project Management by investigating and identifying inhibitors of maximum achievement and by working with the intended participants to secure agreement on both the recognition of the problem itself and the action necessary to obtain improvement.
• Alerts Project Management about potential problems, undesirable trends and foreseen risks.
• With the cooperation of Project Managers and Project Engineers establishes the Critical Elements to be Verified by the IDVB (Independent Design Verification Body)
• Coordinates the activities and the tasks of the IDVB for the project
• Reviews and recommends IDVB Reports for Approval by the Project Manager
• Delivers timely ITP staffing requirements and plans for approval by the Project Manager – once approved assures timely and adequate staffing to assure quality materials are delivered to the project on schedule
• Provides QA/QC input into the development of required welding procedures, welder qualification and testing requirements.

Construction, Commissioning & Start-up Phase
• Ensures that EPC Contractor Site QA Management System is in place and is being implemented
• Revises and establishes as appropriate Project’s Construction procedures
• Directs and manages the Project’s Construction QA, QC
• Establishes and executes the Project’s Construction activities Audit program
• Establishes and executes the Construction, Pre-Commissioning, Commissioning and Start-up Documentation turnover requirements
• Audits the EPC Contractor, Sub-Contractors and Sub-EPC’s( as applicable) QA programs and procedures
• Instigates and Coordinates Third Party Inspection and Consultants visits as appropriate
• Follows up and brings to resolution and closure of NCR’s and Corrective Actions.
• Supports Construction and Operation in the Punch-list close out reports
• Audits Vendor’s Data Packages
• Signs-off for QA and QC activities on payments milestones for deliverables and progress
• Participates in the Project’s Close-out report
• Participates and leads in the Lesson Learned gathering sessions and completes the final project Lessons Learned report

Essential Skills / Qualifications:
Experience
• 15+ years of major international project experience to include UK North Sea projects
• 5+ years in a supervisory/leadership position
• Has clearly demonstrated strong technical competence to include welding
• Working knowledge of all relevant engineering & construction codes and standards
• Proven track record for meeting deliverable requirements
• Flexibility and adaptability to accommodate change within the change management procedure
• Demonstrated interpersonal/teambuilding skills
• Strong written and oral communications
