The Company:
Our client, a major Oil & Gas owner/operator, is looking for a Quality Manager to join their team in Calgary.

The Role:
Primary Focus

The quality Assurance/Quality Control role is to Manage all Quality Assurance and Quality Control activities of the client Major Projects. Establish and administer Quality Assurance / Quality Control Program to assure satisfactory compliance to the client’s Major Project Management System approach. Other main responsibility will be to help oversee contractors and vendors QA/QC program and ensure that all on the job are meeting project & industry quality specifications.
The scope and implementation of the Quality Assurance Program must comply with the requirements of the International Standard of relative ISO 9001

Specific Accountabilities

• Implements and sustains the client's Quality Management System at the Major Projects division.

-Provides leadership and project management on Quality improvement efforts.

-Drives continuous improvement throughout the major Projects .

-Provides assistance in developing Quality policy and plans.

-Develops major Projects / department Quality plans and procedures.

-Establishes a measurable Quality audit process.

-Ensures that effective Quality training is developed and utilized.

-Leads quality process optimization projects.

-Facilitates and consults on improvement efforts.

-Works with division to reduce variation and drive out waste in all processes.

-Plans, develops and delivers Quality communications.

-Provides leadership and work direction to subordinates.

-Evaluates current or new quality tools and technology and introduces these to the organization where applicable.

-Manages the quality resource activities including: measurements, process improvements, employee training, capability and reliability of manufacturing process and equipment, independent assessments, and calibration of measuring equipment.

-Follows up on defect trends
Oversee the major Projects QA/QC program and ensure that all subcontractors on the job are meeting project & industry quality specifications
Developing site specific qa/qc procedures and managing the quality work performed by contractors on site
Interface with Contractor’s representatives, on a daily basis
Other responsibilities include coordinating, administrating, and/or performing inspection activities, document control, and writing reports
Responsible for ensuring that the project is constructed, tested, inspected, and documented in accordance with the project specifications
Supervising a group of QC Inspectors

- Use Corrective Actions while improving team performance, quality standards, and the QMS

-Meets with responsible managers, develops improvement plans, provides historical data, etc. -Documents non-conformances’ and facilitates a timely disposition of the non-conformances.

. Perform internal audits, leading into external audits of their vendors on both a local and international scale

-Recommends quality direction to project director and Senior Management.

Conducts Management Reviews of the Quality System

-Carries out Project Director’s quality directives.


• Regularly review the staffing plan, de-staffing plan with functional group leaders
• Resolve issues arising from disputes or sub-standard performance.
• Provides support and assistance to peers and executives in order to facilitate quality assurance procedures and plans
• Oversees the quality of lessons learned and ensuring continuous improvement of the client’s project management, engineering, project controls, construction, and supply chain management systems and processes
• Reviews reports, procedures, communication systems and ensures strict control to on the client's QA plans
• Approves and/or delegates the approval of all contractors QA / QC plans and procedures.
• Develops Site specific acceptance procedures and standards
• Verbal and written communication typically consists of the coaching, mentoring, motivating and ensuring organizational objectives are translated into the team’s activities
• Required to communicate technical issues to technical and non-technical staff
• Represents the client's Projects QA/QC to the project’s external stakeholders and makes commitments on its behalf, e.g., industry, partners, regulators, local and provincial authorities, etc.
Working Conditions
• Office environment
• Stress levels can be above normal as project work is deadline oriented, highly visible and numerous activities are conducted concurrently
• Frequent overnight business trips to the field may be required, usually requires Personal Protective Equipment (PPE)

Desirable Skills / Qualifications:
Knowledge, Skills & Abilities
• 15+ years of experience as a Site QA/QC Manager on large gas plants , process plant and power plant construction projects over $300 million.
• Engineering degree or P.Eng designation
• Experience with QA program and Procedure development
• Experience with reviewing Contractor’s QA/AC plans and auditing internally and externally
• A broad background inspecting the construction on mechanical, electrical, civil & structural areas on heavy industrial plant EPC projects
• Knowledge of acceptance tests including NDT, other leak test and integrity exams based on ASME, API, Provincial BC and AB
• Experience building System Turn-Over Packages and performing system walk downs for completion
