The Company:
Our Client is an International Oil and Gas Operator involved in 2 of Australia's largest LNG Projects based in Western Australia. The Role:
We are looking for a Marine focused, Quality OE Advisor to Manage the Vessel Quality Assurance Process for about 200 offshore support vessels at peak activity for two of Australia's leading LNG projects. There will be numerous business partners involved to deliver this scope of work and contract spend on Marine inspections is expected to reach $5 Million over the next 3 years.

Main areas of operation to support this business unit are as follows:
• LCTs and Support Craft for Oil Tanker offload
• Support Vessels, Survey/Seismic Vessels, Pipelay, ROV and SPT Vessels
• RORO, Tugs and Barges, Dredging Vessels, Jetty Contractor vessels, Crew Transfer Vessels
• Upstream and Downstream –Dredgers, Pipe lay, PSVs ,AHTS, Tugs and barges ,Module Carriers, Heavy Lift vessels, CTV, etc

Support the project Upstream Marine Authority to manage the Vessel Quality Assurance process for all project and other nominated vessels. Work with the Project Teams and company Asset Teams to develop the Marine OE Scope of work and coordinate 3rd Party company inspections/audits to ensure all OE requirements are complied with and rate the vessels in the company system. Type of offshore support vessels will include but not limited to: Tugs, Platform Supply, Anchor Handling, Anchor Handling Tug Supply, Crew Boats, Rapid Intervention, Emergency Response and Rescue Vessels, Barges, Crane Barge, Lift Boats / SEWOP (floating), Landing Craft, Freighters, Dredgers, Diving, Construction, Seismic & Survey and Pipe Laying.

Monitor and track the timely close-outs of action items identified in company inspections and rate the vessel in the company system. This will require coordination with the project teams, vessel operators and company 3rd Party Inspectors to arrange for close out inspections and verify the effectiveness and quality of remedial actions taken by vessel operators. Incumbent will be required to work and manage the Data Controller to ensure timely issue of Monthly Vessel Tracking Reports to Project Focal points.
Manage the company Vessel Inspection Database and quality assurance of all company vessel assurance data recorded in the company Offshore Vessel Inspection System.
Support the company Marine Logistics Manager and the project Advisors to provide OE Oversight of company Logistics vessels through direct vessel crew engagements which include:

– Conduct of vessel OE audits and inspections
– Crew Company inductions
– Delivery of Company safety culture engagements
– Verification of Company inspection compliance and timely close outs

Support Marine Logistics Team with the investigation of marine incidents involving company contractors and suppliers and participation in incident investigations, close out of recommendations and remedial actions.
Participate and provide SME input in Marine HAZIDS, HAZOPS and Marine Risks Reviews for the project business unit and Major Capital Project Teams.
Assist the company Upstream Marine Authority and the company Marine Operations Group in the maintenance of all marine operations manuals and procedures. Check and confirm compliance with applicable marine standards and regulations. Involve the company Upstream Marine Authority and the company Marine Logistics Manager for advice with any procedural concerns
Support the company Upstream Marine Authority and the company Marine Logistics Manager in conducting a regular programme of Marine OE audits of Marine Contractors. Responsible to follow up on audit/inspection ‘Action Items’ and HSE statistics with support from the Data Controller and Business Analyst.

Key challenges for this position will include:
• Engaging Project Teams and 3rd Party Vessel Contractors to obtain buy in to company requirements and ensure compliance to vessel audit requirements
• Assist with the maintenance of the company Process and Operational documentation
• Assist with the implementation of audit process particularly when developing and maintaining the key deliverables
• Actively support the company Marine Logistics Unit to share and learn best practices

Essential Skills / Qualifications:
This position will provide marine technical and operational support to the company Upstream Marine Authority and the company Marine Logistics Manager respectively. Candidate should ideally have a Marine qualification or established experience and track record in upstream marine logistics and offshore operations – specifically anchor handling, rig moving, offshore support operations and construction activities. Familiarity with applicable marine standards and regulations. Knowledge of multiple types of offshore support vessels & operations. Understanding of marine technologies appropriate to marine support in the oil and gas (O&G) industry sector. Incumbent should achieve OE certification and develop knowledge of the Marine OE process, audit and contract management whilst in this position.
