The Company:
A major Oil & Gas Operator with global projects.

The Role:
The Quality Team Lead Norway is responsible for the delivery of the Project Quality Assurance and Quality Control support for the Norwegian project and asset portfolio.

A key accountability of the role will be to manage independent cross-business delivery of highly effective and timely QA/QC to Norwegian projects in Projects & Technology (P&T) through all stages of the ORS (Opportunity Realization Standard).

The ultimate objective of this role is the safe delivery of equipment and facilities as per the respective project GIPs by driving Quality = Safety = Process philosophy deep into the Company organization.

Responsibilities
• Lead the QAQC team to enable Top Quartile project delivery
• Ensure QA resources are allocated to front-end engineering, detailed design, procurement and construction activities and project management work being undertaken by P&T Projects Norway
• Contribute to the establishment of the Quality Engineering Discipline in P&T
• Lead the establishment and maintenance of a ISO 9001 compliant local Quality Management System
• Ensure preparation of Project Quality Plans and Technical Integrity Verification Plans and delivery
• In collaboration with OR&A ensure Flawless Implementation Plans are executed in Projects
• Ensure root cause analyses on quality incidents are conducted and learning shared with the organization
• Support implementation of Company corporate requirements, including ORS, Project Standards, DCAF, Technical Integrity Verification and Flawless Project Delivery
• Facilitate Technical Integrity Verification process and integrate Performance Standards into verification planning for Execution phase
• Act as custodian for the Norway Projects Assurance Plan and provide input to the local Business Assurance Committee; Track and follow up internal and external assurance schedules (including audits and examinations)
• Contribute to the development of execution contracting strategies that complement designs, construction methods and operating methods
• Provision of quality input to vendor qualification, Invitations to Tender and Contracts as well as Contract Management
• Ensure vendor performance, including non-conformances, observations and Quality incidents, are captured, uploaded to the QIRMS (Quality Inspection and Reporting Management System) database and followed up
• Ensure Surveillance strategies are established and review of contractor / vendors quality plans and inspection and test plan are used to achieve adequate hold and witness points have been identified to ensure appropriate levels of control are being applied
• Ensure lessons learned are captured and implemented
• Create demonstrable value for internal customers by understanding their drivers and critical success factors
• Deliver continuously improving performance, benchmarked as top tier in the industry
• Participate in change management process ensuring changes are managed from inception to implementation
• Contribute to the local Integration Team performance and goals
• Act as Mentor and Coach as appropriate

Leadership and resourcing - team working in a matrix organisation and working in a mixed Company / Contractor environment in 5 different locations. Obtaining appropriate numbers of skilled staff while meeting and right mix of local, expat and contractor staff.
Developing and managing Assurance program as part of the global system
Establishment and continual improvement of local Quality Management System
Executing local functional improvement plan in line with global and global and local improvement plans.

Essential Skills / Qualifications:
Requirements
Substantial experience expected in engineering management in oil & gas industry, preferably in the field / project locations
Experience in project execution and specifically in fabrication and construction execution activities.
Engineering degree or equivalent;
Proven track record of leading technical teams.
High skill level and detailed understanding quality management
High skill level with project assurance and integrity management in engineering.
