The Company:
Our client is a major operator in the oil and gas industry.

The Role:
Provision of the quantities and cost estimating function for the work performed by the Project Development Directorate;
Ensure the preparation of all classes and levels of estimates from conceptual to detailed estimates as required by the stage gate process (Value Assurance Management System);
Interface for all quantities and cost estimating requirements between all Departments and third party contractors carrying out evaluation studies.

Key Responsibility Areas:

• Provide support to the Project Services Manager for all quantities and cost estimating activities;
• Supervise and coordinate the developing and upgrading of Cost Estimation data base/information system to ensure confidence whilst applying the procedures;
• Coordinate and verify the quantities and cost estimating activities carried out by third party contractors;
• Carry out market enquiries for materials, services and equipments as needed in order to substantiate and verify cost estimates;
• Facilitate and calibrate the reliable estimation of cost for materials, services and equipments;
• Support engineers and suppliers by providing insight into cost breakdown of projects identifying and recommending cost reduction opportunities and challenge quotations from suppliers;
• Provide commercial assistance to Contract Administrators including but not limited to, input into schedules of rates bill of quantities and general pricing structure to ensure alignment and to identify materials/services types & quantities and prepare equipment lists;
• Develop and maintain cost estimating procedures to cope with company growth and international standards;
• Set up and maintain an up-to-date database of standard costs;
• Coordinate with other disciplines to gather the data/information required to perform the cost estimates in order to incorporate impact of inflation and market trends in the cost estimate;
• Run risk and sensitivity analysis using proprietary software on estimates where applicable;
• Set up and keep up to date on latest software tools to improve performance and quality of estimates produced, investigating alternative methods and tools;
• Present and explain cost estimations to Managers and other Team members as necessary to assure integration of proper cost estimations.

Essential Skills / Qualifications:
Relevant degree
Oil & Gas surface production and facilities qualification
A few years experience in a similar role

Knowledge of:
o Regulations, resolutions, instructions, orders and other guiding, methodical and normative documents relating to capital construction;
o Procedures for design-estimate documentation production, review and approval;
o Various levels of estimating classes and how to apply them;
o How to access latest industry prices, cost indexes and norms;
o Comprehensive understanding of projects approval process and management of budgets;
o Procedure for development of long-term and annual capital construction cost phasing;
o Risk Management principles and application thereof;
o Fundamentals of project management & construction process;
o Financial performance indicators & risk management concepts;
o Content and procedure for cost estimates production and approval;
