The Company:
A major oil and gas operator.

The Role:
This role will start in Houston, TX for 2-3 weeks then transfer to Singapore.

The principal accountabilities of this position include:
•Understanding and disseminating relevant terms of Contract to both Contractor as well as Company personnel.
•Operating Cost control software (SAP and Cost Control Reporting Tool - CCRT)
•Validate/evaluate monthly trending and provide quarterly EAC updates.
•Review and intimately understand the site scope, control budget and WBS and assure contractor systems are consistent with same.
•Together with Site Planner assess progress and work earned to validate Contractor’s progress reports and invoices.
•Validate and report contract and site team VOWD to Site Team & Project Cost Lead
•Validate Contractor cost Earned Value systems and Forecasting methodologies and assuring these methodologies are being utilized in a technically correct manner.
•Validate monthly contractor performance indices and earned value cost forecast
•Preparing and issuing site team monthly report to Site Team and Project Cost Lead
•Support role to evaluate EPC, unit rate and reimbursable contract variations to validate cost, commitment and EAC impact.
•Provide advice on contractual claims
•Upon completion of Project, prepare detailed Close-Out Cost Reports per the Process Guidelines. This is mainly an analysis comparison report between the various estimates produced for a given project.
In order to meet cost needs of the project, extensive Earned Value processes are being incorporated into the project work processes. It is imperative that the successful candidate fully understand EV processes and has the ability to work with the Site Team Planning Engineer to develop complete, comprehensive and accurate EV forecasts utilizing the appropriate Performance Indices. As this level of EV management is not the norm for many of these contractors, it will present both technical and interpersonal challenges for successful execution.

Essential Skills / Qualifications:
•Will need to be authorized to work in the U.S.
•Preferably Royal Chartered Institute of Quantity Surveying (RCIS) / American Society of Professional Estimators (ASPE) qualified or equivalent
•Strong cost, contracts administration, invoicing at site fabrication yard.
•Experience of working with EPC and unit rate contracts.
•At least 10 years relevant construction cost, contracts experience preferably in the EP sector
•Competent people and communication skills – Ability to interact and communicate in dynamic project environment
•Strong English skills
•Strong documentation skills
•Competent computer skills in Microsoft Office products including Word, Excel and PowerPoint. Experience with Microsoft Access and @Risk is an advantage.
•Working knowledge of SAP.
•Awareness/knowledge of Life Cycle Cost Probabilistic Analysis, Risk Identification and Management, and Decision /Influence diagram techniques will be an advantage.
•Must have a “Team attitude”, be self-motivated.

Desirable Skills / Qualifications:
Experience working in a Singapore shipyard is a plus.
