The Company:
Our client is a major oil and gas company within Australia and is the largest producer of gas to the domestic market within the country. Active for more than 40 years, they have the largest exploration portfolio by area and are currently listed as one of Australia's Top 30 Companies.

The Role:
As the Quantity Surveyor, based in Batangas, Philippines, you will report to the Project Services Manager, and ensure early identification of commercial risks and trends, and minimization of cost growth. You will monitor the EPC Contractor’s progress and productivity performance in the Module Fabrication Yard in Batangas, Philippines, and ensure that the EPC Contractor properly implements all contract/commercial requirements at the construction location and that Company’s exposure to Variations, Delay Events, Delay Notices and Claims are factually supported

Role Accountabilities
• Monitor the EPC Contractor’s performance of its contractual obligations. Identify any non- conformance by the EPC contractor in its execution of the Work and record such failures and their implications in the Claims database.
• Hands on verification of physical quantities in the field to allow detailed preparation of estimates of costs for work.
• Administer and update the progress measurement system. Develop counter arguments to potential progress and productivity issues identified or notified by the EPC Contractor and ensure that support for future use of these arguments is included in regular Company reporting on the respective subject.
• Coordinate with external consultants as may be required in the preparation and assembly of evidence to support Company’s defence.
• Provide support to all claims related and commercial negotiations as required.
• Contribute to the site exposure report highlighting areas of commercial exposure arising under the Contract Scope of Work; ensure the exposure report encapsulates all current issues and provides a meaningful tool for the early identification of elevated cost trends and associated mitigation opportunities.
• In Conjunction with the Cost Control Group, contribute to the assessment of the exposure value of pending and potential claims.

To ensure:
• Full compliance with all applicable LNG project policies and procedures
• The Project Services requirements of the LNG Plant Project are adequately addressed.
• Work effectively with PMT Members, Project Staff, Contractors and others to establish and maintain required working interfaces with technical groups during site execution
• Appraise the Project Services Manager at all times as to the activities of the EPC Contractor.
• That the EPC Contractor activities relate to contract administration as defined

To be the successful candidate, you will require demonstrable experience in the application of advanced quantity measurement techniques and the assessment/application of work and time unit rates to work scope changes; and be familiar with management and administration of potential claims and the requirements for counter claims and claim defence. Capable of analyzing Contractor proposal’s for additional work scope, interpreting correct application of the Contract terms and conditions and be able to compile a summary evaluation of the claim in support of subsequent negotiations and agreements.

Essential Skills / Qualifications:
Diploma/Degree holder in an engineering or commercial discipline
Minimum of 10 years oil industry experience, preferably site based on large projects.
Significant experience in quantity measurement techniques and contract interpretation
Excellent inter-personal and communications and writing skills, an understanding of planning and scheduling in major projects, together with commercial aptitude and a good general knowledge of the full range of site activities.
Ability to cope in a positive and productive manner within a high-pressure environment as expected in a Project with an aggressive schedule.
Knowledge and experience in personal computing skills in Microsoft’s Windows Office suite of applications including MS Outlook.
Contractually literate with the ability to interpret the commercial implications of terms and conditions and provisions included in the contract.
Good oral communication abilities and writing skills in the English language

Desirable Skills / Qualifications:
In addition knowledge of other applications and quantity measurement systems would be beneficial.
