The Company:
International Oil & Gas operator.

The Role:
To assist the Site Project Control Leader and fully support a range of pre and post contract quantity surveying services including project management for EPSCC1 and minor civil works, all part of Tempa Rossa project.
To Develop, implement and monitor the quantity surveying activities during the Project construction for all above mentioned activities.
Responsible for the initial validation of progress, and quantity. Acting as the main ‘data holder’ and ‘front face’ for all that concerns progress and quantity surveying

- Guarantee an accurate and permanent monitoring and control of quantities performed at site to enable reporting engineering and Site Project Control Leader to assess and validate the physical progress, reporting, and invoicing.
- Verify material take offs and check installed quantities for progress measurement, variations, changes, statistics and taxation, ensuring that regulations and quality standards are adhered to.
- Control that stock of spare parts and general material are kept at optimal operational level and set up standards and parameters to implement stockholding minimization objectives, in collaboration with logistics department.

The service will include and shall not be limited to:
• Perform permanent field progress quantity verification in order to validate accurately progress figures on daily/ weekly/ monthly basis
• Provide reporting to the Site Project Control Leader and project control team at site
• Prepare bill of quantities from drawing and specifications
• Maintain records and track bill of quantities and other measurements according to the approved technical drawings
• Verify and review total installed quantities for all disciplines including civil, structural, mechanical, piping, electrical and instrumentation
• Check and maintain records of quantifications for further approval, highlight critical situations and proactively suggest solutions to minimize costs and guarantee high levels of quality
• Review estimates to an appropriate level of detail to support the review of contractor claims and change orders
• Support the Contract Engineers and contribute to the bid evaluation process when required
• Provide the Site Project Controls Leader with a timely cost analysis and reporting with regards to incoming and dismissed material
• Assess competitive tenders received, making recommendations and reporting there
• Determine the extent and value of building work executed for interim payments to contractors
• Assess and evaluate quantities provided in contractors claims throughout the contracts
• Together with the Site Contract Engineer, provide professional advice on contractual matters
• Monitor expenditure and provide financial statements and associated information
• Agree final accounts with contractor and auditor and issue the Final Certificate
• Support the issue of specifications and contract documentation in conjunction with construction framework partners dealing with all the Permitting reactive and planned work, major and minor construction projects
• Prepare preliminary estimates, cost plans, feasibility studies including advising clients/architects on economical construction methods, procurement, and programming and contract matters, to enable costs to be accurately advised to clients
• Assist the Site Project Controls Leader with planning and scheduling new work and in dealing with incoming enquiries in order to provide best value and timely services to clients
• Assist with the maintenance and development of information technology/management systems in order to optimize and improve working practices and procedures and assist in the training others in the use of these systems
• Prepare reports with recommendations on new work and work in progress for committees and working groups so that progress can be monitored and appropriate decisions made
• Undertake a range of related duties that will contribute to the provision of a comprehensive quantity surveying service as per requests made by Site Project Control Leader
• Comply with the HSE instructions, rules and procedures in force in the project
• Satisfy the HSE assigned objectives during the execution of construction activities
• Ensure that Company HSE Policy and contractual HSE requirements are enforced within the framework of all site construction activities.

Essential Skills / Qualifications:
• Degree in Engineering or/and Surveying/Scheduling subjects or equivalent work experience
• Significant Quantity Surveying expertise (>7 years) in major fields and/or a minimum of two years in the Oil and Gas industry
• Familiar in reading and understanding construction/engineering drawings
• Full knowledge in Cost Control principles and techniques in quantity and progress reporting
• Excellent communication and analytical skills with a problem solving attitude
• Languages: Italian and English fluent, French appreciated
