The Company:
Our client is a major oil and gas company within Australia and is the largest producer of gas to the domestic market within the country. Active for more than 40 years, they have the largest exploration portfolio by area and are currently listed as one of Australia's Top 30 Companies.

The Role:
As the Quantity Surveyor you will ensure early identification of commercial risks and trends, and minimization of cost growth. Monitor the EPC Contractor’s performance and ensure that the EPC Contractor properly implements all contract/commercial requirements at the construction location and that Company’s exposure to Variations, Delay Events, Delay Notices and Claims are factually supported.

You will work effectively with PMT Members, Project Staff, Contractors and others to establish and maintain required working interfaces with technical groups during site execution. Appraise the Lead Contracts Specialist at all times as to the activities of the Site Execution Team, the Main EPC Contractor and their suppliers and subcontractors on site.

Responsibilities:
• Administer and update the claims management system. Develop counter arguments to potential Claims identified or notified by the EPC Contractor and ensure that support for future use of these arguments is included in regular correspondence and in response to Contractor communications on the respective subject.
• Evaluate ongoing correspondence, records of conversation, MOM’s etc to identify potential claim positioning. Log into the claims mitigation system and recommend mitigating action.
• Coordinate with external consultants as may be required in the preparation and assembly of evidence to support Company’s claims defence.
• Provide support to all claims related and commercial negotiations as required.
• Contribute to the site exposure report highlighting areas of commercial exposure arising under the Contract Scope of Work; ensure the exposure report encapsulates all current issues and provides a meaningful tool for the early identification of elevated cost trends and associated mitigation opportunities.
• In Conjunction with the Cost Control Group, contribute to the assessment of the exposure value of pending and potential claims.

Essential Skills / Qualifications:
• Minimum of 8-10 years experience within Oil & as Industry, with preference to site based on large project
• Degree / Diploma in an Engineering or Commercial Discipline
• Substantial experience in quantity measurement techniques and contract interpretation
• Exceptional inter-personal, communications and writing skills in the English language
• Demonstrated experience in the application of advanced quantity measurement techniques and the assessment/application of work and time unit rates to work scope changes
• Demonstrated capability of analysing Contractor proposal's for additional work scope, interpreting correct application of the Contract terms and conditions and ability to compile a summary evaluation of the claim in support of subsequent negotiations and agreements
