The Role:
A new opportunity has arisen for a Quarantine Technical Advisor based in Prth on a 12 month contract basis.

This position provides technical guidance for the ongoing implementation of the QMS and the operational documents that support the QMS.
This technical advice includes lessons learned and continuous improvement relating to quarantine procedures, specifications and verification checks relating to the functioning of the QMS.

The position is responsible for quarantine service contracts and material contracts and the inclusion of quarantine requirements. This requires the involvement in contracting (pre-qualification, bid and award, pre-mobilisation, and mobilisation).

The QMS consists of approximately 250 separate instructions in the form of Guidelines, Procedures, Specifications and Management Plans. The position is responsible for ensuring that the quarantine requirements are communicated and understood by the central team, engaged Service Providers and/or Contractors, and then implemented by the company's engaged Service Providers and/or Contractors engaged in work associated with the island.

The scope of the role will include:
• Manage the quarantine scope of work in the company's central Service and Material Contracts, including technical advice pre-award, during the bid evaluation and post-award. This includes reviewing scopes of work and ‘Request for Proposal’ documentation and interfacing with company Contract owners and other relevant disciplines
• Liaise with, and provide guidance to engaged Service Providers and/or Contractors, particularly the nominated quarantine representative(s). Ensure the requirements of the Barrow Island Terrestrial and Marine Quarantine Management System (QMS) are implemented across all aspects of the scope of work (SOW). This includes; technical advice, training, awareness, review of documentation (e.g. Quarantine Management Plan (QMP), Technical Queries, Requests for Information and Concession Requests), close out of audit findings and site visits to Service Providers and/or Contractors facilities.
• Provide day to day assistance to engaged Service Providers and/or Contractors across all quarantine activities, including training, awareness, on-going housekeeping, fabrication, storage, treatment and inspection requirements until final load-out to Barrow Island.
• Assist with and participate in verification/assurance processes, including quarantine audits to engaged Service Providers and/or Contractors. This includes identifying potential gaps to ensure best practice with the Service Provider and/or Contractor QMP and the QMS.
• Assist with investigations of quarantine non-compliances and/or quarantine incidents, including providing technical advice/recommendations specific to the Service Provider and/or Contractor agreement terms and conditions, SOW and facility.

Essential Skills / Qualifications:
Environmental Science degree and/or 5yrs biosecurity operations experience
This position requires a complete knowledge of the QMS and the operational documents that support the QMS. Additionally, experience in operational implementation of environmental and/or quarantine management programs.

Strong written and verbal communication and interpersonal skills
