The Role:

Roles and Responsibilities

Reporting & Accountability:
• Direct line reporting to Regional QHSE Manager (SE Asia)
• Reports to this position Country HSE Manager. Country’s that do not have a Country HSE Manager will be managed directly by RHSE Manager (SE Asia) until such countries have the projects available to support the appointment of a country HSE Manager.
• Share observations and suggestions with Q-HSE Innovation Committee (to be set up) for improvement of Q-HSE activity and Company performance.
• Standardise report formats to highlight good and poor practices and identify area where improvement is necessary.
• Ensure that HSE personnel are experienced and identity areas where reinforcement is required.

Overview Management:
• Overall role is to assist Project Management in the full implementation of the project HSE policy and procedures within the SEA Region.
• Once systems and standards established for SEA Region, assist with their implementation into current and future projects.
• Liaise, manage and drive HSE improvement through consultation with Clients.
• Participate in community consultation and liaison with programmes as required.
• Provide timely and informative reports and information to the project teams on HSE performance and issues
• Demonstrate visible leadership and proactive commitment to achieving HSE excellence through personal example by promoting initiatives.
• Maintain appropriate records to demonstrate the effective implementation of the HSE SEA Regional HSE Management system
• Maintain project HSE statistics, and provide appropriate HSE performance analysis and advise about trends and continuous improvement strategies for the SEA Region
• Acknowledge and address problems and issues in a confident, honest, open and non-judgemental manner with relevant employees, groups and stakeholders
• Actively promote cooperation and information sharing within the company
• Assist Management in preparation and delivery of safety communications and environmental presentations
• Support the Country HSE Manager, Divisional HSE Manager, Project Manager and Project HSE Manager as required within South East Asia Region.
• Determine common elements across standards, clients, work and product types and prepare standardised templates to enhance planning and works execution. The templates will be prepared for Q-HSE Manuals, Plans & procedures and work instructions and method statements.
• Determine training needs to international standards (ISO, OSHA, NEBOSH..etc)
• Determine availability for in house training by 3rd party body.
• Determine in-house knowledge base for in-house training activity. (Train the trainer)
• Prepare / review training material and have oversight on project training.
• Assist operations with PQ and bid preparation, addressing customer complaints, and resolving incident report.
