The Role:
Job Title: Regional Technical Authority – Mechanical Engineer

Location Sunbury, England, UK

The main focus is the operation and redevelopment of a super-giant oilfield through a joint venture to transform the field from the 4th largest to the 2nd largest producing oilfield in the world which requires the construction of major greenfield facilities and the associated decommissioning of existing facilities. The Region therefore incorporates a separate Developments Organisation, which is responsible for delivery of all major project activities. As a JV project, this is managed within the Region and separate from client operations.

Role synopsis

The team of Engineering Technical Authorities report to the Engineering Authority, who in turn reports to the General Manager of the Joint Venture. However, the Regional TAs have responsibilities for both the operating organisation and Developments (major projects) Organisation.

The Regional Engineering TAs set the codes, standards and specifications to be followed within the Region and manage deviations against those codes and standards. The TAs are responsible for gauging the competency of discipline engineers within the Region, including Technical Authorities embedded within the Operations Organisation and Developments. The TAs act as experts within their discipline for the Iraq Region and is the primary source of technical advice to the Regional EA. The position will interface as required with the client’s Segment Engineering Technical Authorities and Chief Engineers and is accountable for the Technical Practices within their discipline.

The position is based in the client’s engineering and technology centre in Sunbury, UK. The work involves travel to operating sites in Iraq on an as-needed basis, estimated to be circa 1 week per trip and 8 trips per year. There will also be travel to engineering contractors, suppliers and Partners in the UK, Middle East, China and elsewhere.

Job description

There are two main areas of activity.

Firstly, the Operating Organisation is responsible for the operation, maintenance and modification of the existing facilities to maintain and grow production over the short to medium term. The Operating Organisation is a relatively young organisation and is working hard to establish systematic standards, practices and procedures appropriate to the operation of a mature, super giant oilfield. There are significant technical challenges associated with the existing assets and relatively limited resources available to address them. The focus is therefore on the identification of risk-based, pragmatic solutions that enable it to grow the business is a safe and sustainable manner. The Regional TAs play a key role in helping the operating organisation establish appropriate standards, specifications and procedures while also helping to develop the local capability to implement and sustain them.

Secondly, the Developments organisation is responsible for the re-development of the field with the aim of growing and maintaining production of circa 2.1 million bbls/day. This will take approximately 10 years and requires major investments in oil and gas production facilities, produced and source water injection facilities, pipelines, power generation and associated infrastructure such as roads, camps, warehouses etc. The Developments Organisation is lead by our client on behalf of its partners and includes an Integrated Project Management Team (IPMT), which in turn includes a small number of the client’s staff. The Regional TA’s role within Developments is to provide assurance that engineering standards are appropriate and are being implemented by the IPMT and the engineering contractors. The TAs determine the degree to which the Developments Organisation complies with client ETPs and authorise deviations where justified.

Essential Skills / Qualifications:
Education and Professional Qualifications

• Educated to degree level in mechanical engineering
• Chartered Engineer or registered professional engineer


Experience and job requirements

Essential
• Extensive experience in the application and interpretation of key industry codes and standards relevant to the mechanical engineering discipline such as ASME B31.3, ASME VIII, API 6D, API 650/653, API 579.
• Experience in the specification, operation and fault finding of rotating equipment including positive displacement and centrifugal pumps, generators and compressors using reciprocating, gas-turbine and electrical drive units.
• Minimum of 10 years’ technical experience with a strong track record of delivery. This experience is to include at least 8 years in E&P / upstream, including:
o Several years of experience as a senior mechanical engineer or Technical Authority within Operations.
o Experience as a senior mechanical engineer on a major project. Alternatively

Desirable Skills / Qualifications:
• Experience working within joint ventures
• Experience of contract management including the tendering, award and performance management of contracts.
• Experience within a mature, onshore oil production environment.
• Experience in leading, coaching and developing discipline engineers.
• Experience as an Operations representative on a major project.
