The Company:
Our client, a major owner/operating company, requires expertise for their LNG mega-project in Western Canada.

Candidates must have proven interface experience with the Oil and Gas Commission (OGC) and Environmental Assessment Office (EAO) in British Columbia.

The Role:
High Level Purpose:

• Ensure regulatory milestones are achieved in support of the Project.
• Support the Engagement First Nations regarding applications in support of the Project.
• Prioritize regulatory applications required to meet Project Schedule through execution of regulatory and permitting plan.
• Liaise with Regulatory Team and Regulatory agencies to attain all required permitting for the Project.

Key Responsibilities / Activities:

Quality Organization/Staffing

• Manages day to day regulatory permitting plan, register and interface requirements in line with Regulatory Managers expectations.
• Key interface with the Project Delivery team in Calgary, Government representatives and external stakeholders.
• Works with working groups (Construction, Engineering, HSE) to ensure compliance with regulatory and environmental requirements.
• Coordinates efforts of the team through maintaining spreadsheets, completing reports, completing/coordinating meetings with team members, regulatory agencies, and First Nations.
• Assures submission requirements by Contractors/Suppliers in accordance with contractual obligations via Audits and Surveillance.
• Contributes to Project Regulatory process through to FID and beyond.

Contracting:

• Work with Regulatory Manager to ensure contractors meet Project requirements and key deliverables, and those of the regulators for the project.
• Work with Regulatory Manager to review contract obligations and ensure deliverables are consistent with project requirements.
• Regulatory oversight of submissions to different government agencies from contractors.

Planning/Execution Plan:

• Provide project reporting as required.
• Provide document control for applications that are prepared by contractors (QC /QA).
• Assess/verify plans for regulatory submissions.
• Participate in Contractor’s quality, technical and safety audits.
• Audit the consistency of project works in relation to permit conditions.
• Provide support and information to construction regarding permitting controls and requirements.
• Ensure regulatory strategy aligns with Project permitting strategy.

Other

• Relationship Management with Regulatory Agencies in British Columbia.
• Work regulatory plans to FID and contribute to planning exercises.
• Maintaining permitting progress and using appropriate database and tracking systems as required.
• Communicate issues as they arise to the Regulatory Manager and other team members.
• Substitute for Regulatory Manager as required

Key Metrics
• Regulatory approvals delivered when they are needed according to the project plan
• Providing information to regulators without delay
• Maintaining permitting tracking tools so that they are up-to-date and accurate
• Permitting declines from the BC OGC are minimized

Essential Skills / Qualifications:
• 8-10 years Regulatory/Permitting experience.
• British Columbia regulations knowledge/experience is highly desirable
