The Role:
General Position Definition
This position will provide project engineering support for the project (s) with focus on regulatory delivery. The Regulatory Coordinator will coordinate all regulatory activities within P&T Projects Deepwater organization for the project he/she is assigned to and will be the main Regulatory point of contact within the project team for all phases of the project. This role will require a lead for various project management components (e.g. HSSE, scope of work definition, schedule, stakeholder management, etc ) related to regulatory compliance.

Accountabilities
The Regulatory Coordinator key roles and responsibilities will include but not limited to:
- Be a member of the P&T Projects Regulatory Delivery Team
- Be the main Regulatory point of contact within the project team for all phases of the project (design, fabrication, installation and commissioning up to first oil).
- Develop regulatory stakeholder map and communication plan within the project for each phase of the project.
- Coordinate independent regulatory third party (CVAs, I3Ps, Class Societies, etc) selection effort, including interfacing with C&P and seeking input from key stakeholders, and preparer nomination recommendation for each scope (e.g. host, mooring, foundation, etc) at each phase of the project.
- Manage interface and build a collaborative working relation with key stakeholders (CVAs, I3Ps, project technical disciplines, site teams, regulatory affairs, USCG OCMI, etc).
- Define projects regulatory scope of work, applicable regulatory standards and list of deliverables to be produced by the project team for regulatory compliance at each phase of the project.
- Develop and monitor project regulatory timeline, deliverables schedule and third party’s schedule reports at each phase of the project. Ensure regulatory approvals are obtained with no impact to project schedule.
- Coordinate development of regulatory deliverables to be developed by projects and provided to Regulators (CVA verification plans, CVA nominations, Platform Application, etc).
- Set up kick-off and update meetings with independent regulatory third party. Participate and support regulatory affairs during meetings with Regulatory agencies.
- Provide technical support to the project team to aid resolution of any CFR technical issues to ensure understanding of regulatory requirements.
- Be a member of the RCT (Regulatory Coordination Team) and OCT (Offshore Coordination Team) of the assigned project.
- Monitor independent regulatory third party cost and performance.
- Investigate and quantify changes in the regulatory third party contract scope of work and timing of the work.
- Capture regulatory lessons learned throughout the project.

Essential Skills / Qualifications:
1. Applicants must have a bachelor degree in engineering. Bachelor degree may be substituted for marine inspection/regulatory enforcement field experience.
2. Applicants must have minimum of 5 years experience in project engineering or minimum of 10 years of experience in marine inspections/regulatory enforcement field.
3. Applicants must have minimum of 5 years of experience in regulatory activities and demonstrate special understanding of permitting, regulatory and governmental affairs.
4. Applicants must have had previous technical role(s) in Offshore Deep-water Projects.
5. Ability to work across organizational boundaries. Applicants should be skilled at stakeholder and interface management.
6. Strong interpersonal skills. Demonstrated ability to facilitate/work with multi-disciplined and multi-cultural teams.
7. Ability to build collaborative working relationships.
8. HSSE commitment and leadership.
