The Company:
A major international operator seeks a regulatory drilling advisor to join their team based in Houston. Project based in Russia.

The Role:
Responsibilities and duties of the Regulatory Drilling Advisor include:
•Interface with Project Drilling/Geoscience/Reservoir Teams (Drilling Team) to ensure timely engagement of all necessary engineering disciplines, understanding of regulatory approvals scope and requirements by the Project team, and to ensure their commitment for timely deliverables
•Coordinate/review and assess compliance and completeness of Engineering deliverables before distribution to the Project Team
•Lead review process by Drilling and Project Environmental and Regulatory Team of draft documents, that are required for submission to the local ferderation authorities for approval
•Ensure proper communication channels and tracking tools for data/request exchange between Drilling Team and Environmental & Regulatory Teams/RF Authorities are established and functioning
•Coordinate incoming requests from the Project E&R Team and Russian Governmental authorities for additional engineering data and manage proper and timely responses by the Drilling Team
•Supports project specific strategies, ensures RF compliances, and production sharing requirements pertaining to well design approvals
•Verify compliance of design solutions against Russian Industrial safety requirements
•Provides support to E&R team in deviations reconciliation and mitigation measures development
•Supports E&R Team in a timely manner regulatory approvals, authorizations, permits, and licenses required for the Drilling project
•Ensure that environmental, socioeconomic, and health requirements/standards are properly integrated into project designs and implementation plans
•Participate in preparation of the project's ESHIA and EMP, regulatory compliance issues, and E&R performance/EMP implementation
•Supports in-the-field visits/inspections by Russian Government officials
•Ensure proper investigation, recording, and accurate reporting of environmental compliance incidents / excursions and manage any AGOs, if applicable
•Facilitate implementation and providing support in obtaining of necessary approvals for use in Russia of Company and Industry best practices, Western Standards in development of Drilling design documentation and knowledge sharing across Project Units
•Participates in assessment of design changes and field change requests for potential Regulatory and Environmental impact and/or necessity in approvals and permits for that change
•Interface with the client E&R and Drilling Functional Group as necessary to access available environmental and/or socioeconomic and/or health, technical expertise/resources in support of project activities
•Provide cost and schedule estimates for the Drilling team deliverables and regulatory review/ approvals process
•Communicate with, and (on an as-needed/scheduled basis) coordinate presentations to, the PT on the project’s issues regarding drilling design and execution compliance

Essential Skills / Qualifications:
•University degree in a technical discipline (engineering, science)
•Well design engineer or field drilling engineer (critical)
•Knowledge of software used in wells design
•Competent level in Industry best practices, applicable Norms and Standards
•Experience up to 3 years or more
•Familiar with Russian system of approvals, safety requirements for well design and drilling (desirable, but not critical)
•Influencing analytical skills
•Strong interpersonal and communications skills, learning ability. Adaptable to changing priorities
•Russian speaking (desirable, not critical)
•Available for global business travel.
