Job Title: Responsible Commissioning Engineer
Job Location: Singapore
Rate/Salary: Negotiable
Duration: 3 Months
Residency: UK, EU

The Role:
Member of Commissioning site team located in a Singapore shipyard.
Provide support to Lead Electrical Engineer during electrical system commissioning to meet System requirements on Performance, Operability & Reliability.
Promote Quality and Safety throughout the project.

Responsibilities:-
Preparing the commissioning scope and execution plans as directed by lead discipline commissioning engineers.
Advise Lead Commissioning Engineers of any issues that may cause delays to MC, PC and commissioning activities.
Provide detailed requirements for vendor support during Commissioning activities.
Prepare tools, consumables, lubes and first fills, Commissioning and Pre Operations spares to support the commissioning schedule.
Request additional discipline support as required through the lead discipline commissioning engineers.
Prepare Master commissioning documents for systems and ensure as builts are completed.
Identification of support labour required to support Precommissioning and commissioning activities.
Familiarisation on the Modec Completions database (PTCMS) functionality and reporting tools.
Liaising with the MC Manager on certification issues.
Use the MoC processes.
Complete B ITR check sheets and verify accuracy of content. Coordinate submittals and timely entry to completions database.
Provide updates to Lead commissioning Engineer on a daily / weekly basis and advise where issues need to be resolved.
Management of multi discipline commissioning team work activities and ensure standards are met. Implementation of dynamic commissioning in conjunction with commissioning team.
Validate by system the certification database prior to issue requirements to Construction teams.
Validate by system the certification database the Pre-commissioning ITR requirements prior to issue.
Monitor MC database and progress of MC scope. Expedite MC scope for Systems
Advise Certification and MC team of PC and Comm progress and updated to reflect the full status of the ITR B sheets.
Monitoring implementation of the change control forms issued by the Lead certification co-ordinator.
Liaising with Construction Leads and MC Manager on construction issues.
Attending daily Co-ordination meetings (War Room) as required to co-ordinate progress and discuss issues and concerns regarding system handover dates with Construction, Quality and Contractors.
Monitor punch lists and expedite closure
Coordinates input to and with Operations teams for assurance of commissioning scope.
Attendance at the Tri-Party Punch prior to Discipline Acceptance DAC (G-03) or MC-1 (G-5) handover.
Responsible for ensuring the final commissioning procedures are recoded and reported correctly.
Review of final certification packages from Contractors.
Attend daily PTW and VSCC meetings (as required)
Implement Permit responsibilities as described in Commissioning PTW procedure.

Essential Skills / Qualifications:
Extensive experience working in Testing and Commissioning of Electrical and Instrument systems preferably in Offshore Fabrication industry.
Experience of ship conversion and marine systems is preferred.
Previous experience working for a major oil company is preferred.
Familiar with applicable industry codes and standards and medium voltage power generation and distribution systems (13.8 KV) as well as lower voltages
Formal training through apprenticeship and technical college education.
Good English written and oral skill is required.
Competent in PC skills relative to Microsoft Word, Excel and Outlook e-mail system
Valid Passport for travel in SE Asia.
In good health and able to work continuously in a vigorous outdoor environment characterized by tropical heat and humidity
