The Role:
Oil and gas Major Operator requires a Rig Engineer for a new build - the position is based in Bangkok

1. Commissioning Assurance
a. Oversight of development of all the detailed drilling equipment hardware and software’s commissioning and acceptance testing for dual activity drilling and BOP systems.
b. Influence drilling contractor, to ensure Thailand needs are incorporated and met in the final commissioning and rig acceptance procedures.
c. Peer Review and acceptance of final commissioning and acceptance criteria for drilling and well control package on the drilling units.
d. Develop commissioning tests which approximate well construction loading to thoroughly commission rigs prior to ship yard departure to assure that there are no start up surprises when rigs arrive on location.
e. Function as part of onsite team at ship yard, in monitoring of all drilling systems and well control systems commissioning, and acceptance of systems .
f. Provide support to on site team, in preparation for overall rig acceptance, and commencement of Contract.
g. Rig Acceptance Criteria: Network with Global D&C and Drilling Contractor and develop final rig acceptance plan and rig testing procedures to lead to final acceptance of rig for operational start up
2. Equipment Details Assurance
a. Oversight of drilling contractors detailed equipment listings, designs and specifications, to ensure they will meet safety and operational efficiency needs, and tailored to Thailand well designs, and incorporate global DW lessons learned to date.

3. Start Up Safety & Efficiency Assurance
a. Define new rig temporary start up additional mechanical & electrician positions to assure minimal start up difficulties
b. Participate in HAZOPS analysis of systems to ensure safe and efficient operations of all installed equipment and systems.
c. Provide day to day operational support (onshore and /or offshore) to the Drilling Superintendents during rig start ups and initial well operations. Seek to optimize all aspects of the operations.
d. Capture and analyze lessons learned, for consolidation and application to other start up, or equipment changes/enhancements/modifications to maximize safe and efficient operations.
e. Develop detailed procedures for first batch wells which can be rehearsed by rig crews as on paper exercises to assure safe and efficient start up as crews work with new equipment. Work with superintendents and operations engineers closely on first batch program execution.
f. Detailed step by step drilling program procedural risk assessments for first batch wells, to ensure the programs and operations obtain maximum efficiency and safety from the drilling units multi-tasking capabilities.
g. Lead the development of R&R chart to optimize start up challenges to be integrated with the Organization Chart. Rig construction project does not conform to the typical D&C organizational structure.
h. GOT field transition Plan: Develop final GOT rig acceptance plan to initiate IFO operational start up and meet rig schedule requirements. Key team player in Planning Rig Schedule working team to integrate new builds arrival in all Business Plans and rig schedules and rig crews transition/IFO training.
i. Right Rig & Right Platform: Key team member to ensure that rig designs and changes are communicated to internal parties that rig design will meet geomatics and Facilities Engineering platform design requirements.
j. Develop key strategies and action plans to reduce learning Curve impact and still maintain IFO operations and seamless transitions in interfacing with Operations team.
k. Identify Services – Resources,& develop an implementation plan & strategies for same, necessary to assist existing drilling superintendents with the environment which essentially creates a 3 rig (with 5 new builds & 5 superintendents) per superintendent scenario during the last year of construction phase, transition phase and start up phase of each new rig.
l. Address equipment software start up reliability assurance protocol to assure there are no software bugs in programs.

4. Drilling Engineering Input Into Rig Build Process
a. Provide technical scope definition, and drilling engineering input to the whole shipyard process.
b. Ensure Rig specifications and final design development and approval process completed and executed both parties and all key issues for offline activities are agreed upon and documented.
c. Category Management Third Party equipment: Coordinate with Contractor/SCM/D&C engineering team to develop final bid and tender analysis for all third party equipment awards and integrate final delivery and installation in ship yard and include in final rig acceptance plan.
d. Influence design changes which can have a significant performance improvement impact, via economic and performance analysis and development of appropriate decision support packages.

5. Change Order Process Management
a. Develop a clear Org Chart and lead a process mapping of tasks to be very clear on such items as change orders processes, how change orders are reported, and define level of DOA of scope change.
b. Ensure all rig construction MOCs are tracked and both parties clearly understand and document any design changes in shipyard.
c. Develop Change Order process and interface with Contractor’s change order process and ensure all gaps are closed between the Change Order processes.

6. Cost And Schedule Reporting
a. Develop and implement cost and schedule progress reports and communications network to all key stakeholders. Ensure key personnel competencies are meet with periodic review teams to audit and write status reports on a regular basis.
b. Cost and schedule Reporting: Develop a clear concise reporting system the can be executed for both internal and external partners. Responsible for execution of reporting system to all levels of management.
c. Establish a formal direct F2F meeting schedule that is efficient to communicate all construction gaps and potential schedule delays with all key stakeholders.
