The Role:
1. Facilitate (lead) Process Hazard Analysis studies using either the Hazard and Operability (HAZOP) or the What-if/Checklist methodology. 2. Conduct pre-study preparation including: collection of Process Safety Information; highlighting drawings and developing Nodes; entering Node description and design intent into STATURE (Risk Management software). 3. Prepare study reports using a standard report template. 4. Distribute study recommendations to the Responsible Person. 5. Travel to alternate facilities to conduct the PHA as required.
Education: • Chemical or mechanical engineering degree with significant (10years+) engineering experience with facilities and operations (other engineering disciplines may be considered based on industrial experience); OR • A person with 20 years+ experience in an industrial operating environment with demonstrated organizational and leadership skills and an analytical ability to solve technical issues. • Trained in the PHA procedure • Exceptions to the above may be approved by the PHA SME based on specific individual qualifications.

Additional Comments: - Qualification and vetting per the Energy Technology Company (ETC) Process (see below).will only engage external consultants that can demonstrate significant, recent experience in facilitating qualitative risk assessments of facilities in the oil, gas, and petrochemical industries. Only consultants who can demonstrate experience and qualifications at a level equal to the Skilled Application competency level will be considered for qualification. - An initial review of a consultant’s resume/CV by a Mastery/Subject-Matter-Expert will determine if the consultant is a candidate for becoming a Qualified Facilitator. A candidate’s resume must indicate that the candidate has met the qualification requirements described in theQualitative Risk Assessment Guidance document, and has recent, relevant experience in facilitating studies of similar processes. The candidate must provide worksheets from a recently facilitated study for review by the Mastery/Subject-Matter-Expert to develop a preliminary understanding of alignment with techniques. The External PHA Facilitator Qualification Process requires that the external consultant attend a feedback session with a PHA Mastery/Subject-Matter-Expert to ensure alignment with PHA techniques. Prior to the session, the external consultant will be provided, and expected to read, the Qualitative Risk Assessment Guidance document. During the feedback session, the PHA SME will review essential components of the guidance document and the previously submitted worksheets with the candidate to discuss techniques and styles necessary to ensure alignment and delivery of a quality study and report. - The qualification process for a third party contractor to become an approved PHA facilitator is as follows: 1. Submission of CV and an example of a recently facilitated PHA by third party 2. Issue of PHA Procedure to third party as pre-read 3. Interview with the PHA SME or an approved ETC Process Safety Management Team delegate 4. Completion of qualification record sheet (following) and submission to PHA SME 5. Facilitator to send approver their first completed PHA for QA Note: The record sheet should be used to record details of the third party contractor and the interview. Provided documentation needs to be attached and submitted electronically to the PHA SME who is responsible for maintaining the approved facilitator register.
