The Role:
Routine Maintenance Manager – Toledo, Ohio
Reports to: Maintenance and Reliability Manager


The Routine Maintenance Manager is the leader of the Maintenance Department. This person is responsible for the overall utilization of refinery resources to achieve strategic maintenance and reliability objectives. This includes compliance with maintenance and reliability programs, preparation and tracking of maintenance budget, and management of all routine maintenance activities.

Principle Responsibilities:
•Oversees both hourly and salary employees in the following departments: Instrument, Electrical, Rotating Equipment, Metals, Planning, Scheduling and Training.
•Responsible for the heath, safety and enviromental performance of all Company maintenance personnel and contractors. This includes compliance to all federal/State laws and Company Health, Safety and Enviromental policies and procedures.
•Set up and implement safety best practices such as field safety audits, shop safety audits, housekeeping audits, daily start of shift safety talks, weekly safety meetings, and incident reporting, tracking and investigations.
•Serves as the maintenance program leader to maintain and ensure safe and reliable operation of refinery related equipment.
•Create, implement and manage work processes, and ensure that systems are in place to improve performance, help lower risks in the workplace, and drive maintenance strategies to “best in class” performance.
•Manages refinery maintenance activities including planning, scheduling, resource allocation, execution, monitoring, forecasting, and cost control.
•Responsible for managing routine maintenance planning and scheduling activities in accordance with refinery safety policies and procedures, work control process, engineering standards and budget.
•Effectively plan, schedule, and execute routine and outage work to maximize utilization of internal resources, contractors, equipment and minimize impact on refinery operations.
•Implement and update routine maintenance policies, procedures and training.
•Responsible for driving continuous improvement through the use of established performance metrics (PM compliance, schedule compliance, productivity, planning accuracy, break in work orders, backlog, etc.)
•Prepare work schedules, assign work, and oversee the work product to maximize productivity and minimize overtime/call-ins.
•Responsible for ensuring that performed work is free of defects. This includes development/implementation of maintenance best practices.
•Work with Operations to properly identify/prioritize work notifications and manage/reduce work order backlog.
•Optimize the current PM/PdM program to minimize repair cost and improve MTBF.
•Interface across the entire organization as it relates to maintenance and technical assessments of equipment.
•Establish a robust hiring and training program to maintain proper skills mix and craft knowledge.
•Hold Maintenance Department accountable to performance expectations and assist maintenance superintendents and supervisors when needed.
•Regularly communicate with other Company-owned refineries to identify “Best Practices,” and develop plan for implementation locally.
•Communicate both written and verbally with equipment manufacturers and vendors.
•Ensure administrative activities for the hourly workforce are handled; overtime assignments, pay, vacations, counseling, attendance, discipline, etc.
•Manage labor relations for the routine maintenance hourly workforce. This position serves as a Grievance and Negotiation Committee member as well as participates in contract negotiations.
•Maintain and improve the performance of department personnel. This includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting, performance evaluations, and counseling to achieve high standards of performance.

Essential Skills / Qualifications:
•10+ years of maintenance experience in petroleum or chemical manufacturing plant, including a minimum of 5 years of supervisory experience.
•Bachelor of Science degree in Engineering or similar preferred but not required with appropiate experience.
•Strong leadership skills.
•Excellent interpersonal and communication skills (both verbal and written).
•Effectively communicate with personnel at all organizational levels and vendors.
•Ability to foster teamwork.
•Highly developed planning and organizational skills.
•Demonstrate good methodical decision making during problem solving.
•Perform all duties independently.
•Ability to prioritize multiple tasks in a changing environment to meet customer and business needs.
•Willingness to respond 24/7 to unscheduled call-ins, holiday or weekend work.
