The Company:
Our Client is an International Company involved in the supply of Energy globally. Their Operations cover Exploration, Production and Downstream and at present they have projects in over 25 Countries worldwide.
In Australia they are involved in one of the largest LNG Projects, including both Gas and Condensate which is currently in FEED (Front End Engineering Design) Stage.

The Role:
Our client is currently recruiting for a Safety Case Lead. The primary focus of this position is company coordination for planning and preparation of all offshore safety cases required for the Offshore Development.

Key responsibilities of this position include but are not limited to:
Responsible for ensuring that all safety cases delivered to the National Offshore Petroleum Safety Authority (NOPSA) meet:
Company quality and content requirements;
Australian regulatory requirements; and
The expectations set out in NOPSA guidance documents.

Safety cases must be delivered to the regulator to ensure that appropriate safety approvals are in place to meet overall project schedule requirements.
Prepare detailed planning for all safety cases to be prepared for offshore facilities including all construction/installation and operations safety cases.
Agree delivery plans and milestone dates for each safety case with the respective project manager. Actively engage each project to ensure that EPC schedules align with the safety case development plans and that the required project documentation will be available when required.
Monitor, report and actively manage progress of safety case development activities against agreed plan. Develop and agree corrective actions plans as required to ensure delivery schedule is met.
Monitor EPC progress toward acceptance of vessel safety cases required for construction activities. Coordinate development of safety cases revisions with EPC Contractors for construction activities.
Provide technical advice with respect to strategies for regulatory engagement. Manage Client relationship with NOPSA.
Develop and implement strategies for workforce stakeholder engagement across the offshore project to ensure a common understanding of safety case obligations, requirements and expectations.
Provide technical advice with respect to safety case content and level of detail required to ensure compliance with regulatory requirements. Ensure consistency of content across all offshore safety cases.
Critically review safety cases prepared by projects for submission to NOPSA to ensure regulatory compliance. Assume editorial control of documents and finalise safety cases if required.
In conjunction with the Client validation coordinators monitor ongoing development of offshore safety critical element performance standards; development of the written scheme of validation and output of independent validation processes.
Management of third party consultants directly contracted by the Client to assist in safety case authorship including: preparation of suitable work scopes, selection of suitable contractors/consultants; management of interfaces and ensuring deliverables meet quality and schedule expectations.
Contribute to project risk and opportunity management to ensure that safety case related risks are included with the overall project risk management process.

Essential Skills / Qualifications:
Tertiary qualifications and/or professional registration in a relevant engineering discipline e.g. chemical engineering, petroleum engineering, mechanical engineering.

Minimum 10 years experience in safety and risk roles for the offshore Oil and Gas industry. Experience should include submission of offshore Safety Cases for construction/installation and operational phases of a project.

Desirable Skills / Qualifications:
Strong understanding of goal setting regulatory based regime, Australian regulatory requirements and NOPSA guidelines.
EPC phase experience on a major offshore Oil and Gas project.
Capacity to lead and influence in a complex environment, beyond area of direct authority is essential.
