The Company:
Our client is a major oil and gas Operating Company in the State of Qatar

The Role:
• Supports the PMT Representative (Onshore Pipeline Construction Superintendent) in oversight of EPC Contractor’s onshore pipeline construction activities and provides advice as necessary to ensure they comply with the client and Project SHE&S requirements, safety rules and regulations.
• Liaising and assisting the EPC Contractor’s Onshore Pipeline Site Team in all aspects of safety, health, environment and security pertaining to Project personnel and Project.
• Attends and participates in Site Safety Meetings, Safety Committee Meetings, Risk Assessments, Toolbox Talks and Job Safety Analysis.
• Audits and monitors onshore pipeline site construction activities at regular intervals in order to identify any unsafe acts, to verify whether safe working practices are being adhered to and that the Project Safety Procedures are being complied with.
• Coordinates with other Site PMT members and ensures active participation in management site safety inspection tours and daily site walkabouts.
• Reviews all health, safety, environmental and security reports and monitoring the implementation of remedial actions.
• Examines trends and proposes corrective action to prevent recurrence of accidents / incidents as necessary.
• Provides weekly SHE&S reports, metrics and highlights and any compliance issues to the PMT SHE&S Manager.

• Works in an evolving business environment where expansion opportunities are being identified on a continuous basis adding additional complexity and workload to the existing project environment.
• Works effectively within established procedures, or creates and endorses new procedures as necessary to further develop the Project Management philosophy.
• Works on large capital expenditure projects in a highly dynamic team environment that has tight-deadlines, high pressure and visibility, requiring accuracy, initiative and the ability to multi-task as essential skills.

Communications and Working Relationships:
• Interfaces with various project teams and departments on resolving related issues that requires effective communication, initiative, flexibility and an ability to induce collaboration.
• Interacts effectively with management and external stakeholders, including statutory auditors, shareholder auditors and other entities to discuss project practices and issues.
• Exhibits team leadership skills, integrity, self-confidence, fairness.
• Manages a number of people and is responsible for the development and mentoring of the staff.

Problem Solving/Complexity:
• Undertakes complex tasks and acts as a source of guidance for staff and internal customers. Is expected to handle all but the most complex problems and difficulties that might arise.
• Takes initiatives, based on experienced gained, to deliver timely and cost effective service.
• Sets situations/issues in the context of the entire team and has an appreciation of the wider relationships with other people and organizations.

Decision Making Authority and Responsibility:
• Works independently within established procedures, plans and budgets and contributes to the development of these.
• Has autonomy over scheduling and planning of own work; organizes efforts of work group to achieve overall efficiency.
• Establishes credibility with peers, subordinates and supervisors.

Essential Skills / Qualifications:
Knowledge Skills and Experience:

• Good written and verbal communications skills
• Occupational Health & Safety Qualification
• Conversant with the latest legislation concerning Health, Safety, Environment & Security
• Good computer skills.
• Minimum of ten (10) years in Health, Safety and Environment affairs in the Oil and Gas Construction Industry.
• Worldwide experience of working with contractors in the construction industry.
