The Role:
Position Summary
The Manager HSSE Engineering is accountable for all HSSE matters within the LNG Centre of Excellence. The major objectives of this position are to:

-Provide expert safety engineering advice and consultancy to the Projects. Responsible for developing scopes of work, technical review and approval of all Process Safety studies during Create, Assess, Define and Execute;
-Interpret Group HSSE goals within the context of the Project;
-Develop and deliver the LNG Plant Expansion HSSE input into the Project HSSE plans which are managed by the Project HSSE Manager;
-Manage the revision of the Safety Report of the LNG Facility through industry recognized practices including but not limited to QRAs, HAZIDs, HAZOPs etc;
-Preparation of the HSSE procedures for the simultaneous operation of Trains 1 and 2 with Construction, Commissioning and Start-up Phases of the expansion of the LNG Plant;
-Liaise with Project Environment team to ensure environmental requirements are reflected in the Project Expansion design.


Key Accountabilities
-To provide oversight of HSSE activities of the expansion project;
-Manage safety engineering aspects of the projects and support operations team in developing and implementing a robust asset integrity program;
-To liaise with relevant Project Team members to make sure that the new facilities/installations have been designed to meet the HSSE requirements;
-To promote and support the identification, assessment and management of the HSSE risks and opportunities during the Create, Assess and Define phases in line with the Corporate Risk Management and ALARP principles;
-Provide Process Safety support and input to the Plant Design Study (Flares & Blow down, ESD and process Safeguarding design philosophy);
-To manage the identification and execution of studies to identify (HAZID, HRA, ENVID, and HAZOPS etc.) quantify (QRA) or mitigate HSSE risks;
-To assist the Project Engineering Manager in evaluating the results of HAZOP, Risk Assessments, and Risk Analysis studies and addressing proper input when necessary;
-To be familiar with the Standards, Specifications applied during the FEED and Design;
-To be familiar with Federal and State HSSE legislation in particular those related to major hazard facilities;
-Assist with HSSE audits.

Essential Skills / Qualifications:
-Experience Needed:
-University degree / Diploma (engineering preferred);
-Chartered Engineer / Professional Engineer or equivalent;
-Extensive experience in the oil and gas industry;
-Leading, managing and developing a multidisciplinary team;
-Working with and managing contractors;
-Offshore and onshore project management, in particular with respect to modular construction;
-Brownfield and Greenfield works planning, installation and commissioning: EPC experience would be an advantage;

-SIL targeting and protective systems evaluation processes, with the ability to select / appoint "Safety Integrity Target Facilitators" and "Functional Safety Lifecycle Assessors".
