The Company:
Our Client is an International Company involved in the supply of Energy globally. Their Operations cover Exploration, Production and Downstream and at present they have projects in over 25 Countries worldwide.
In Australia they are involved in one of the Country's largest LNG Projects, including both Gas and Condensate which is currently in Execution Stage.

The Role:
The Safety-Risk Engineer's primary objective is to act as part of the Safety Case Delivery Team, to develop and/or coordinate required inputs to offshore facility safety cases required for approval to operate.



OBJECTIVES

Ensure Safety Cases developed in a timely manner to meet:
• Australian Regulatory (NOPSEMA) Requirements
• Current Industry Good practice
• Project approvals schedule



Occupational Health and Safety
• Conduct all activities in a safe and efficient manner in accordance with the company’s policies and procedures. Ensuring the welfare of personnel and the protection of assets and the environment at all times.



Planning
• In accordance with Project approvals schedule and Safety Case Delivery plans, ensure workscopes specific to the development of offshore facility safety cases are planned and executed in timely fashion.



Technical Expertise
• Work with third parties to ensure activities are appropriately facilitated and executed to meet requirements.
• Develop elements of the Safety Cases based upon a philosophy of:
- Arguing that safety-risks associated with facilities are reduced to ALARP
- Demonstrating that the owner is a capable operator with a robust HSE Management System
- Workforce engagement and Stakeholder consultation
• Provide technical advice with respect to safety case content and level of detail required to ensure compliance with regulatory requirements and ensure its application
•Ensure consistency of content across all offshore safety cases
• Apply proven risk management techniques to Safety Case development e.g. bow-ties, Hazard Registers, ALARP reports ensuring a consistency of approach between assets.
• On occasion provide support to Safety Engineering lead



Compliance
• Liaise with Independent Validators to ensure Scope of Validation requirements being met and actions managed accordingly to meet project approvals schedule



Qualifications
• Tertiary qualifications and / or professional registration in a relevant engineering discipline eg chemical engineering, petroleum engineering, mechanical engineering.



Skills and Experience requirements
• 3-8 years experience in safety and risk roles for the offshore oil and gas industry. Experience should include contribution to and/or direct preparation of offshore Safety Cases for construction/installation and operational phases of a project.
• Strong understanding of goal setting regulatory based regime, Australian regulatory requirements and NOPSEMA guidelines.
• Good understanding of ALARP based risk management and proven record of developing ALARP arguments
• Has led/facilitated risk workshops e.g. HAZID, bow-ties reviews
• Excellent written and verbal communication skills essential (especially report writing).
• Formal Facilitation / HAZID/HAZOP chair training and/or significant experience
