The Role:
Purpose of the Job

Directs, coordinates and supervises the activities of the Safety Section of the Health Safety Environment and Fire Department to ensure the provision of personal safety training and advice to Refinery staff to minimise accidents and incidents and ensure compliance with HSEF regulations and codes.

Key Accountabilities

Supervision of Safety Section Activities:

Directs, supervises and controls the activities of assigned personnel and contractors, including allocating work and determining priorities.
Performs supervisory functions and exercises financial authority at Section Head level as established by the Delegation of Authority Manual.
Ensures the approval of all deviations from performance criteria for equipment critical to safety by supervising review and approval procedures in accordance with company guidelines.
Provides safety expertise and support to Safety Section staff as required for the implementation of new products and processes.
Ensures KPI targets and results are communicated to Safety Section staff effectively.
Ensures the Safety Section participates in HAZOP studies across the Refinery.
Significant process hazards for the Refinery are identified and safe operating procedures are implemented.

Strategic Contribution:

Leads the formulation and implementation of the Safety Section’s strategy to ensure alignment with the Refinery strategies and objectives.
Translates Section strategies into short and long term operational plans in order to achieve company objectives.
Investigates suggestions for modifications to existing safety policies, systems and procedures.
Initiates development work in accordance with international safety standards to improve plant operation efficiency, flexibility, reliability and safety.
The Safety Section operational plans are documented, approved, implemented, monitored and meet company objectives.

Monitoring of Safety Section Activities:

Reviews Safety Section staff reports and shift logs and notes variances from procedures and guidelines, reporting any important issues to the Health, Safety, Environment and Fire Department Manager.
Personally spot-checks Safety Section activities.
Develops and monitors the Safety Sections KPI’s and notes actual variances.
Ensures timely, accurate and regular reports are prepared and submitted to the Health, Safety, Environment and Fire Department Manager.
The Safety Section offers optimum support to Refinery departments to adhere to safe practices.

Managing the Safety Section Budget:

Prepares the preliminary capital and operating budgets for the Safety Section.
Monitors actual expenditure to ensure it is within approved budget limits and reports variances to the Health Safety Environment and Fire Manager.
Reviews invoices and provides endorsement for further payment.
Prepares analyses of operating costs and related information.
The Safety Section operates within an approved budget.


Provides technical analysis of safety issues when problems occur in Refinery equipment and procedures and recommends solutions and follows up on implementation.
Plant safety issues and problems are addressed and solutions are suggested.

New Technology:

Keeps abreast of advances in relevant safety technology and procedures through discussions with consultants and suppliers, technical publications and self-development.
Shares knowledge and methods of applications to subordinates and peers.
Up to date knowledge on new technology and safety processes is available to staff to improve their competence through knowledge sharing.

Staff Training and Development:

Mentors Section Developees, in accordance with the company’s Emiratisation policy.
Supports development programmes to train, motivate and retain employees, providing formal and informal appraisal and feedback.
Safety Section Emiratisation targets are met.
Training, guidance and counselling is available to Safety Section staff with a clear objective of career development.

Health Safety Environment and Fire Procedures:

Knows the Company’s Health, Safety and Environment Policy, Procedures, Regulations and Objectives and ensures that they are effectively implemented by subordinates and Refinery staff.
Supervises routine health and safety auditing.
Arranges for training of operation personnel on safe practices and emergency procedures.
Ensures that personnel are equipped with the proper safety gear at duty time and are well trained as auxiliary fire fighters.
Assumes an assigned role in the Incident Management Team as per the Facility Response Plan.
All workers and equipment in the Safety Section conform to HSEF regulations and that operating personnel are well trained in safety practices and emergency procedures to eliminate incidents and accidents.
Safety Section incidents / emergencies are contained and controlled so as to minimise the effects and damage to persons, the environment, assets and reputation.


Performs other similar or related activities as assigned by the Process Assurance and Quality Department Manager.
Job accountabilities are completed in a professional manner as per job objectives.

Independence of Operation
Devises work methods according to established policies, procedures and specialised professional standards.

Consults with Health Safety Environment and Fire Department Manager on main issues relating to principles or policies.
Work completion is subject to general review and direction of Health, Safety, Environment & Fire Department Manager.

Work Contact

Frequent contacts with Health Safety Environment and Fire Department Manager, to receive instructions, provide information and deliver reports.
Daily contact with subordinate staff to provided instructions, receive information and feedback and provide guidance.
Daily contact with employees up to Section Head level in other departments to determine priorities and discuss safety issues.


Coordinates with consultants when external expertise is required.
Regular contact with equal level employees in other company departments for exchanging information and coordination.
Contact with contractors as required.

Minimum Requirements

BSc in Chemical Engineering or equivalent.
Preferably with a Safety Engineering Qualification such as NEBOSH.

Work Experience:
10 years’ experience in safety operations, including five years in a senior supervisory position.

Experience in a process engineering facility involved in process safety or risk assessment.
Proficient in applying quantitative risk assessment techniques.
Excellent communication skills.
Computer literate.
Decision making abilities.
Interpersonal, communication and problem solving skills.
Attention to detail.
Strong analytical ability.
Very good command of oral and written English. Arabic language is preferable.
Holds a valid UAE driving licence.

Work Environment

60% of work time is spent in the office with minimal physical effort exerted. 40% of work time is spent in walking, standing, and climbing while on operational sites.
Occasional visits to Company HQ.
60% of duties are performed in an air conditioned atmosphere. Exposed to prevailing weather and plant conditions 40% of the work time.
