The Role:
To support the Drilling Supervisor in the safe and environmentally responsible execution of drilling and completion programs.
To report directly to the RSES, then the OSL and drilling / completion superintendent.
28/28 on-off with 12 hour shifts and 24hr on-call for emergency

Ensure Company HSEQ policy and contractors HSEQ policy application as per the Bridging Documents.
Support and advise the RSES as well as contractor crews on all HSEQ matters on the rig.
Support & ensure continuous improvement loop i.e. detection and reporting of anomalies, follow- up corrective actions in collaboration with RSES, OSL and Drilling / Completion superintendent.
Cooperate with rig contractor HSE Representative.
Animate periodical safety meetings with rig crew.
Participate in regular Site Committee Meetings held on the field with management.

Emergency preparedness:
Support and advise emergency response teams on the rig site.
Organize emergency drills on a regular basis.

Have a Daily Safety Report sent by 07:00am to the OSL.
Promote, assess and report Anomaly cards / STOP cards to the OSL and Drilling / Completion superintendent. Follow up related reward system.
Promote, fill up, report and follow up on site Corrective Actions Tracking Sheet actions in collaboration with RSES, OSL and Drilling / Completion superintendent.
Promote and provide feedback to RSES, then OSL and Drilling / Completion superintendent on anomaly identification programme.
Support and advise RSES in Anomaly and incident reporting.
In case of an incident on the rig site, assist RSES with reporting to town, and join investigation team.
Ensure HSE boards / rig site statistics are displayed and up to date.

Support and advise Permit To Work preparation and execution.
Support & ensure rig move operations on the safety point of view.
Support and advise safety preparation and execution of operations.
Exert and promote time out authority under RSES responsibility.
Supervisor will assist in the implementation of site-specific contingency plans and emergency response procedures.
Support & ensure operational safety during rig move operations.

Audits and inspections:
Proceed to regular basis inspections and audits on the rig.
Perform daily site tours and encourage stop for safety reaction.

Train, support and advise rig personnel on HSEQ related matters.
Assure that all personnel are made aware as to the location of evacuation routes, windsocks, safety equipment on location, emergency procedures & reactions.
Advise all personnel on the location of all Hydrogen Sulphide safety equipment installed, co-ordinate usage
Lead prevention and awareness initiatives and meetings based on HSEQ campaigns (Golden rules, 3 Q&A).
Provide feedback to OSL and Drilling / Completion superintendent regarding HSEQ training and competence of rig personnel.
Coordinate, lead and review emergency drills and provide related feedback to the RSES.

Work Environment:
2/3 sites on Uganda Exploration Area 1.
Remote environment in Northern Uganda.

Starting date: early in August, 2013.
Duration: 1 year, renewable if necessary.

Essential Skills / Qualifications:
Experienced in oil and gas operation (5 years);
Advanced and experienced skills in basic HSE training;
Excellent command of Microsoft office;
Excellent English skills (fluent spoken and written English);
Knowledge of training in Cause Tree Analysis methodology / animation is a PLUS;
Knowledge of STOP system or equivalent is a PLUS.
