The Role:
The client is a multi-faceted professional services company specialising in Design, Engineering and Assurance. Operating from the head office in West Cumbria with an office in Manchester, The client have expanded their team and are now looking for a Rail Programme Manager in their Rail division.
Accountable for successfully securing and delivering a programme of projects to meet annual budgetary targets for turnover and margins. Reporting to the Business Manager, the successful candidate will provide strategic leadership to Project Managers and teams working within their rail programme. Team integrating, collaboration and professional client engagement are key requisites for this position.

What will this role involve?
• Professional Team integration in a truly collaborative engineering environment facing some of the most complex technical challenges in the rail industry
• Represent The clients Award Winning Engineering Professional Services to our client members and end-client being totally cognizant of our values, ethics and professional code of conduct
• Support strategic decisions in the direction of company with regards to the rail sector and develop long-lasting relationships with key stakeholders critical to our business
• Identify opportunities where the client consultancy division can up skill and cultivate in response to externalised professional services
• Report on rail portfolio development and status assisting the business management sector branch of the company
Leadership
• Accountable for Profit and Loss across rail programmes under your responsibility
• Maximise opportunities within the rail portfolio that demonstrate value for money (V4M), commercial and technical benefits and be cognisant of innovative mindsets for both Safety Critical and our clients
• Develop tactical business objectives meeting the key business plan requirements
• Understand and meet but ideally exceed client expectations
• Assist in resource management including rail team development, business growth and capability aspirations, as well quantitative needs
• Being inspirational to other team colleagues with a proactive leadership ability
• Communicate market intelligence and suspects/opportunities identified as a result of this to the Business Development team
Management
• Agreeing and owning budgetary targets for turnover and margin within the programme and reporting progress monthly against these
• Work with the Business team’ to identify opportunities and provide appropriate resources to convert these in to secured orders
• Establish desirable and required attributes of the programme and ‘what matters most’ for each of the stakeholders as well as key prioritisation schedules
• Segregate the programme into manageable Projects and agree appointment of appropriate and competent Project Directors / Managers
• Regularly review the resource and project plans with the Project Directors across the programme to identify and/or pre-empt resourcing conflicts
• Present performance of the Programme at monthly finance review meetings with the Business Director, explaining any variances and providing amended forecast figures where necessary
• Delivery of, or exceeding project commercial and financial performance targets through rigorous management of costs, billing and change control, and driving commercial best practice
• Recognise when issues need to be escalated to the client and stakeholders and when compromises have to be made within the programme
• Provide assurance that the programme is being managed to achieve the 3 project drivers – Time, Cost and Quality whilst meeting the client and stakeholder expectations
Financial management
• Forecast and monitor the financial performance of the programme, giving regular (minimum monthly) reports, comparing actual and forecast performance to plan expectations and explaining variations and maintain accurate up to date forecast of WIP, Cash flow, Earned Value
• Act decisively to rectify any adverse circumstances that threaten the performance of the programme or the reputation of the client
• Meet regularly with client to review progress and performance, to understand key issues and drivers and to listen to feedback on how the client can expand and improve its offering to provide service excellence
• Review best practice across the programme and transfer learning as appropriate to maximise operating efficiency so that projects are delivered to agreed standards and targets and implement quality improvements when opportunities arise
• Take part and professionally represent the client is supply chain coalition, supply chain best practice and local socio-economic initiatives
What are skills and experience we’re looking for?
• An Engineering qualification and experience in both design and processing environments
• Chartered Engineer or equivalent professional qualification
• Fully conversant of the rail industry and expected safety standards
• Experience of managing electrification projects
• PTS certified
• CSCS Card
• Traction control experience
• Experience of speed governors
• IOSH/NEBOSH
• Member of the Association of Project Management
• Computer literate and thoroughly conversant with MS Office suite and project management software (i.e. MS Project, Primavera)
• Risk and/or Value Management training
• Successful delivery of a number of large, complex, multi-disciplinary projects with experience in either Engineering or Project Management within a consultancy environment
• Proven experience in managing the integration of a Programme of work
• Commercially astute, with a good working knowledge of contracts
• Experience in managing division and sector profit and loss accounts
• Previous sector experience and knowledge of highly regulated industries.
• Successful delivery of a Major Project or Programme of work in a similar environment
• Excellent Client Relationship Management skills
• Excellent communicator and motivator of people
