The Role:
Provide, backup to support the Procurement Manager.
To contribute to a co-operative working environment within the Procurement section, between the department and the project teams.
To prepare the Procurement Plan for inclusion in the Project Procurement Plan in P3.
To facilitate and organise, tendering, bid receipt, pre-award/bid clarification meetings with Package Suppliers.
Develop capability to obtain lowest possible cost through negotiations, competitive bidding and market and vendor knowledge. Accurately analyse and evaluate quotations from vendors. Aggressively seek and recommend cost saving opportunities based upon substitutions, standardisation, risk and reward.
Develop and maintain Project Communication file in respect of Packages
To expedite Supplier documentation in line with PEM Milestones, in liaison with Document Control and Package Responsible Engineer.
To review, assess and act on Supplier Progress Reports in respect of packages.
To review, discuss and establish all possible measures, with relevant parties, to recover delays back to the original PO contractual delivery date(s), or minimise delays based on best possible priority schedules to be agreed with the Project Manager.
To expedite Supplier and Project disciplines on all outstanding action points / queries.
To execute field expediting visits as appropriate.
To monitor timely Supplier inspection invitations, in conjunction with the Project Quality Manger and Inspection and Test Co-ordinator and/or assigned Agency Inspector, based on approved Inspection
Test Plans (ITP).
To submit shipping instructions to Suppliers and Forwarders based on Inspection Release Notes or Inspection Waivers.
To prepare and co-ordinate all relevant transport and shipping activities, including placing of Transport Orders to Forwarders for heavy lift and oversize packages.
To report and advise Project Manager on a weekly basis
To verify Suppliers, Expediting & Inspection Agencies and Forwarders invoices.
To Manage and co-ordinate Supplier close-out meetings.
To provide input for FPAL Supplier Performance Feedback Regime.
Communicate and work closely with Project Engineer to co-ordinate delivery schedules, provide order information, schedule meeting and independently resolve invoice discrepancies
Issue Authority for Amendment variations in respect of engineering changes and manage and monitor budget and schedule as required
Select Suppliers and place orders within authorised limits
Understand the computerised procurement system and its relationships to the various interfacing systems information. Use generated reports and screens for control and expediting decisions.
Update and maintain the project procurement plan.
Prepare weekly exception report to Project Manager.
To keep the Project Manager and responsible project members aware of problems external and internal with regards to vendors and orders.
To ensure that procedures and policies are followed.
Personally abide by ethical practice in all dealings with company vendors.

Essential Skills / Qualifications:
Good basic education HNC/HND preferred
CIPS Post Graduate Qualification preferred
Numerate and literate
Practicing member of the Chartered Institute of Purchasing and Supply preferred
Advanced negotiation skills
Understanding of Internet technology and the benefits of technology
Ability to offer functional process improvement tools and concepts
Exposure to Project Management Execution Models
Demonstrable experience with a main contractor in a project environment essential, in the Oil and Gas industry.
Interfacing with Project Management, Engineering, Accounts, QA/QC, Document Control, Construction, Legal and client representatives
Good team member; capacity to gain the confidence and co-operation of colleagues and client.
Willingness to understand their operating problems and contribute to constructive solutions
Willingness to contribute to procurement improvement processes
