The Company:
Our Client is a major operating company, currently involved in some of the largest energy projects in the world.

The Role:
· As part of the new Qatar Project Hub, to provide Civil & Structural Discipline engineering support for development and execution of projects within the Project Delivery Hub in Qatar and possibly to the wider MENA region.. The Civil Engineer will work within a project team environment to deliver safe, reliable and cost effective facilities.
· Provide discipline engineering input into multiple projects during the define and execution phases

Duties and Accountabilities:
· Provide technical assurance of Civil - Structural related designs through appropriate application of the clients technical standards and specifications, implementation of DCAF and review of design deliverables and activities.
· Ensure schedule and cost considerations are included in design decisions, while maintaining primary responsibility to assure safe and appropriate quality designs.
· Ensure Civil – Structural activities are executed in alignment with Shell’s Project Delivery Roadmap and Opportunity Realization Process.
· Develop strategies/conceptual designs during early project phases.
· Audit construction field activities for compliance and assist in resolution of field non-conformance issues as required.
· Ensure design meets requirements of the clients HSSE Framework.
· Design and develop, as required, innovative technical approaches to civil & structural engineering issues and contribute to continuous business improvement initiatives (fit for purpose)
· Provide (one stop shop) civil engineering support and delivery for projects in Qatar, and potentially in the wider region, for projects expected to be in the range of $20 - 500Mln
· Accountability for civil & structural engineering deliverables and engineering execution planning support for opportunities in the funnel (including provision of senior engineering expertise).
· Proactively working with the Engineering Manager to keep projects on track and get Top Quartile (TQ) for the portfolio.
· Leverage of PTE capacity and capabilities to Qatar Project Hub and wider clients overall benefit;
· Drive and delivery of an ever increasing effectiveness and efficiency in producing project designs, through Elimination, Simplification, Standardisation and Automation balanced against the need for Top Quartile FEL in, and quality designs for the Qatar Project Delivery Hub projects.

· HSSE Leadership
- As a member of the Qatar Projects Hub, show up as a fantastic HSSE leader, continuing the outstanding stafety performance seen to date in Qatar by genuinely believing in, and fostering a climate where there are no incidents and injuries and where people are truly cared about.

Ensuring integration with the Global Engineering community and relevant business teams, and fast transfer / replication of best practices
- Driving standard solutions and technologies
- Driving deployment (and improvement) of standarised engineering management practices and tools
- Capturing best practices and maintaining lessons learned knowledge base

Qatar relationships
- Building relationships with equivalent counterparts ( Senior Discipline Engineers etc.) in business partners and the clients P&T and contractors as applicable.

· This position is within the new Qatar Projects Hub, which is being set-up to provide in country project management capability for medium size project (20 to 500 million USD). This will be a dynamic organization that covers projects of various nature and with different time schedules. The team’s home base will be in Doha, Qatar and will probably have representation at Pearl GTL site. There will be a strong relation with both the clients P&T main hubs as well as with various stakeholder in country

Special Challenges:
· The Pearl Asset is complex and the challenges of designing and executing brownfield projects within the boundaries of the plant are high. Downside risk is significant, with a direct and material impact of Group cashflow in case of delays or reduction in system effectiveness.
· Qatar is unusual in that it is an upstream region with a very heavy downstream projects character. Upstream standards and ways of working do not always match naturally the business processes in Pearl. The majority of technical staff in Qatar have a downstream/gas background. The incumbent must have credibility with both the upstream and downstream organizations, and be able to effectively translate where needed, bridge and integrate both communities.
· As a new region steady state standards and practices are not yet fully defined. Applying global standards appropriate for a steady state operation whilst maintaining a lean, fit for purpose approach, and avoiding the perception of new complexity will be a challenge.
· Candidates will require having both technical and cultural depth and breadth in order to not only deliver project designs, but also assure these, and support various associated Project Design activities across the MENA region

Essential Skills / Qualifications:
· Civil Engineering Degree
· Experience: 10 - 15 years in the oil industry, preferably including work in large-scale complex upstream or midstream brownfield gas projects.
· Experience in the Middle East, knowledge of GTL and LNG are an advantage, as is front-end and commissioning experience as well as execution.
