The Company:
Our major oil and gas client is seeking a Civil Structural Engineer for a 3-4 year assignment which will be based in Houston and may require relocation to the U.K. during FEED stages. This is a challenging project involving FPSO installation in the North Atlantic near the Shetland Islands.

The Role:
Responsibilities:
1) Responsible for all structural aspects of design and construction of the topsides equipment modules, the flare boom, buildings, other structural components, and for the structural support interfaces with the hull.
2) Provide engineering technical oversight, support, and guidance to the FEED and Detailed Engineering contractor performing the topsides structural analysis (including strength, spectral fatigue, etc), design, and drawings. Analysis should include thorough evaluation of load conditions imposed during module or package construction, lifting and installation, transportation, and for FPSO motions and accelerations during the 100 year metocean conditions.
3) Ensure topsides equipment module platforms and other structures are, designed, analyzed and fabricated in accordance with company technical requirements and specifications.
4) Ensure that the engineering contractor's structural designs can accommodate various module and package loading conditions imposed during construction, lifting and installation, transportation, and for FPSO motions and accelerations expected during 100 year metocean conditions. Modules will also need to be checked for the “out of level” spatial conditions that could be imposed on modules if the FPSO hull were severely damaged.
5) Oversee engineering contractor's efforts to perform topsides structural analysis, drawing preparation, weight control, cost and construction schedule estimating, EPC bid preparation and all other structural design activities during Feed and Phase 4 Detailed Design. Respond to contractor RFI's and provide technical guidance and input in a timely fashion
6) During FEED, work with select EPCI bidders to perform preliminary constructability analysis for topsides. This effort will continue into detailed engineering.
7) Proactively work with the project team Naval architect, topsides piping design, the turret supplier, quarters supplier, local electrical building supplier, marine systems design, etc. to ensure the structural interface between the hull and topsides structure are properly managed and coordinated.
8) Participate in topsides structural specification preparations, qualification of FEED/EPCI Contractors, development, review and evaluation of the EPCI tender packages, design reviews, quality control planning, monitoring of weight control report and all activities required to support successful topsides structural design, fabrication, integration with topsides and turret, transport and installation.
9) Work with the Naval Architect as appropriate to interface with the hull Classing Society and/or facility Verification body.
10) Proactively monitor weight, cost, schedule, and quality performance during module and structural component design and fabrication. Ensure that developing problems are quickly identified and appropriately addressed to avoid negative project impact.
11) Engage Shipping and ETC specialists as necessary for guidance and resolutions regarding structural design, specification, material selection, fabrication, commissioning, etc.
12) Provide technical support during the FPSO fabrication and installation transport and commissioning
13) Provide structural discipline input and support for various multi-discipline deliverables, such as FEED cost estimates and schedule preparation, IPA benchmarking assessment preparation, Value Improving Practices workshops, PEER Reviews, etc.
14) Ensure all appropriate structural design and fabrication data and documentation is captured and turned over to the CUE business unit prior to start up.

Essential Skills / Qualifications:
• 10+ years experience in handling large complex Major Capital Projects. Extensive experience with structural engineering design, structural modeling, constructability analysis, drawing preparation, construction supervision, etc. for large offshore structures, modules and decks supporting upstream production facilities.
• Experience working effectively with FEED, detailed engineering contractors and fabrication yards desirable
• Experience working with large, multi-discipline project teams
• Experience designing topsides for FPSO, working with naval architects at the topsides and hull interface is highly desirable.
• Offshore work experience required, and UK or North Sea experience is desirable.
